I forgot the answers to both security questions, appleid won't email answers.
I signed out of the app store on my phone and signed in again. When I tried to make a purchase, it asked security questions but I forgot the answers to them. I went to apple id to try to change them, but it just asks for the answers (which I don't know). People said to just click the "email security answers" but it doesn't give the option to. Suggestions?

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.

How to reset your Apple ID security questions
Go to appleid.apple.com and click on the blue button that says 'Manage Your Apple ID'.
Log in with your Apple ID and password. If you have forgotten your Apple ID password, go to iforgot.apple.com first to reset your password with a password recovery email.
Go to the Password & Security section on the left side. Then underneath the security questions click on the link that says 'Forgot your answers? Send reset security info email to [email]'. This will generate an automated e-mail that will allow you to reset your security questions.
If that doesn't work, or there is no rescue email link available, then:
click on 'Temporary Support PIN' that is in the bottom left side, and generate a 4-digit PIN for the Apple Account Security Advisor you will be contacting later.
Next, go to getsupport.apple.com. If you see a message that says 'There are no products registered to this Apple ID, simply click on 'See all products and services'.
Choose 'More Products & Services', then 'Apple ID'.
A new page will open. Choose 'Other Apple ID Topics', then 'Forgotten Apple ID Security Questions'.
Click the blue 'Continue' button.
Select the contact option that suits your needs best.

I'm not sure what you mean by the 'apple support contact wont open' (?). If you mean the 'contact iTunes Store support' link on the page that you posted from I've just tried it and it seems to wok ok for me, though I haven't gone as far as to actually contact them.
You can contact either iTunes Support or Apple to get the questions reset.
e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'
or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57
When they've been reset you can then use the steps on the page that you posted from to add a rescue email address for potential future use, or if it's available in your country you could change to 2-step verification : http://support.apple.com/kb/HT5570 -
I was on my IPod and I was trying to buy this app, since I have money on my account and it said I needed to verify I was who I was and so I clicked "OK". It turns out I forgot the answers to my questions from when I made an account a few years ago, and when I made it, it never asked to give a rescue e-mail and so I am stuck and cannot use my account. I want to be able to purchase apps and music from it, but I can't because I forgot the answers to the security questions for my apple ID.
I've looked around on this website for help, but nothing was very helpful. I know I need a rescue e-mail adress, and I have 2 linked to my Apple ID.
It ( The fourm I used ) says when I go into my apple ID and click "Passwords and Security", that there should be an option to send an e-mail to my rescue e-mail adress(es).
The first time I tried, no option.
I tried again, and still, no option.
I tried that so many times I lost count, and all resulted in a failure.
I reseted my security questions about a year ago, I'm not sure if it's that, or if I'm a total idiot and messed something up.
