Didn't the link to contact the iTunes Store staff in the 'Additional Information' section of that article work for you? If you don't already have a valid rescue email address, only Apple itself can reset the questions.

I forgot my passcode and my ipod touch was disabled. I'm trying to restore it but itunes says I need to disable "find my iphone" before I can restore. How am I supposed to disable it if I don't know my passcode?
Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

this does not help. I have forgotten ALL of the answers to my security questions. I can NOT reset the answers to my security questions without answering two of the three security questions. The other way to reset the answers to these questions is for apple to send me an email on my rescue email addres which I DO NOT HAVE.

I forgot one of the ansers to a security question and my account was locked for 8 hours. Is there anything I can do or do I have to wait 8 hours? I will probably get locked out again for providing the wrong answer. Can I change the security questions?
