I believe Apple intentionally made it difficult to recover if you forget your restrictions passcode. Otherwise kids might be able to exploit the workaround easily.
The only way to recover from a fogotten restrictions passcode is to restore the device to factory settings. Make sure to sync the device with your computer before you go for the hard reset. You can then re-download apps, music and other content from the iTunes library on your computer. You may find this FAQ I wrote on the Mobicip blog to be helpful: I forgot my restrictions passcode. You can get replacement System Install & Restore CD/DVDs from Apple's Customer Support - in the US, (800) 767-2775 - for a nominal S&H fee. You'll need to have the model and/or serial number of your Mac available.

Unlocking iPod
You can unlock iPod in one of two ways:
* Enter the combination on iPod using the same controls you used to set the combination. If you do not enter the correct combination, the digits onscreen flash red. When you enter the combination correctly, iPod will unlock and return you to the last viewed screen.
* Connect iPod to the primary computer you use it with (the first one iPod synced with), and open iTunes. When you disconnect iPod from the computer, it will no longer be locked.
If you can't unlock iPod using either of these methods, you can restore your iPod to factory settings. Please note that this will erase all data on your iPod. Afterwards, you can add your music and data back to iPod.
If you want to change the primary computer that your iPod is associated with, do this:
1. Restore your iPod. Warning: The restore process cannot be undone. All of your songs and files will be deleted. Always make a backup of your important data.
2. Connect your iPod to the computer that you want to be the primary computer.

If you cannot remember the passcode, you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and resync the data from the device (or restore from a backup).
If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present.

Yes, you can just log out of iCloud on the mini (Settings>iCloud> Sign out) and nothing will be affected as long as the iPad is not restored from any backup after that. Though if you're giving her the iPad I would highly recommend moving the pictures to your iPad (via this page) so that the mini can be reset and set up under your daughters ID to avoid Activation Lock in the future.

I can't update any of my apps. I have an old email address that I forgot the password to. I set up a new apple idea (I do know the password to this one), but every time I try to update my apps, it brings me back to my old email.

I've tried many times to get rid of my old iTunes account. I have made a new Apple ID and I do remember the password. My 2 main problems are, i can't update ANY of my apps (and I have 53 to update now), and I can't get rid of my old old email that I forgot the password to. Once you purchase or download an app it will always be associated with the Apple ID used to download it. When that app requires and update you must use the Apple ID and password used to download it in the first place. The only way around this is to delete the apps the require the old Apple ID and download or purchase them again with the new Apple ID.

When I checked the support site for Romania, you apparently don't have an Apple Care contact center. You "may" try calling the US Apple care number to verify the account and have the password reset sent to a different email address. 800-694-7466

If the user account is associated with an Apple ID, and you know the Apple ID password, then maybe the Apple ID can be used to reset your user account password.
Otherwise, boot into Recovery by holding down the key combination command-R at startup. Release the keys when you see a gray screen with a spinning dial.
When the OS X Utilities screen appears, select
Utilities ▹ Terminal
from the menu bar.
In the Terminal window, type this:
resetpassword
That's one word with no spaces. Then press return. A Reset Password window opens.
Select your boot volume if not already selected.
Select your username from the menu labeled Select the user account if not already selected.
Follow the prompts to reset the password. It's safest to choose a password that includes only the characters a-z, A-Z, and 0-9.
Select
 ▹ Restart
from the menu bar.
You should now be able to log in with the new password, but your Keychain will be reset (empty.) If you've forgotten the Keychain password (which is ordinarily the same as your login password), there's no way to recover it.
