I forgot the restrictions passcode.

I don't know my restrictions passcode, I forgot it. How can I reset it without having to restore my itouch, is there a way?

If you had kept your iTunes library up to date by transferring any purchases made using the ipod back to iTunes, you should be fine. From the support article linked to above:
If you cannot remember the passcode, you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and resync the data from the device (or restore from a backup)
So just restore from a backup.

    Not possible.  You need access to iTunes.
    The passcode will be required to make changes to these settings or to disable Restrictions. Note: If you lose or forget a restriction passcode, you will need to perform a factory restore to remove it.

    Forgotten RESTRICTIONS Passcode
    - Restore from a backup that was make before you added the Restrictions passcode. If you restore from a backup made with the Restrictions passcode the Restrictions passcode is also restored. Place the iOS device in Recovery Mode if necessary to allow the restore.
    - Restore to factory settings/new iPod.

    Go into Recovery Mode per the instructions here. This will destroy all of your data so your next step is to restore from your backup.

    Whatever the solution entails, I ultimately would like to restore my apps and music to the iPod. If I need to manually enter the settings again, that's fine. Any ideas how to pull this off? Am I going to have to connect it to another computer that it hasn't synced with and wipe clean? If so, how to I re-sync it to my previous machine and get my apps and songs back on?

    If problem what happens or does not happen and when in the instructions? When you successfully get the iPod in recovery mode and connect to computer iTunes should say it found an iPod in recovery mode.

    No you cannot. The restrictions passcode is part of the backup, and if you restore to a backup that contains the restrictions passcode, you will be right back where you started. Only alternative is to restore the device as new, or if you restore to a backup, it has to be before the restrictions passcode was entered into the phone. However, that could mean that you would be restoring to a date that does not contain all of your data.

    I had the same problem with my iPhone 5C. After trying several YouTube solutions involving CopyBot, which did not work, I finally figured out how to get rid of the restrictions passcode.
    1. Back up your phone to icloud. You will want to be sure you have synced your phone to your laptop as well to access your contacts and photos again.
    2. Make sure you have "Find my Phone" activated on your phone.
    3. On a laptop or other device, go to www.icloud.com/#find.
    4. Login and after the site finds your phone's location, click on the "All Devices" arrow and select your phone.
    5. Select Erase iphone. You will see it erasing on your phone. Don't panic!
    6. When your phone restarts, it will take you through the setup process. YOU WANT TO SET IT UP AS A NEW PHONE! If you restore a backup you will still have the passcode in play.
    7. During the set up, your phone should automatically restore your contacts; however, you may need to upload your photos and music manually.
    8. The restrictions passcode will no longer be on your phone! You will need to download your purchased apps again. This is a bummer, but at least you got past the restrictions passcode.
    I know this worked for the 5c, I can only assume it will work for all versions of the iphone, but I am not an expert.

    Try and force the iPad Recovery Mode
    1. Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
    2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to turn off.
    3.While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
    4. Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears, release the Home button. iTunes should alert you that it has detected a device in recovery mode. Click OK, and then click Restore to restore the device.
    Note: Data will be lost. You may have to repeat the above many times.

    The only way to get rid of the restrictions passcode is to restore the device. Why can you not restore the device. The restrictions passcode will not prevent you from restoring, only the regular 4-digit passcode to enter the phone can do that.     I forgot the restriction code, I already tryed 9 times and the TIME you have to wait after the fifth try is increased like crazzy.

    That is a security measure. If the device is being tampered with, the longer the "tamperer" has to wait, the more likely they are to become discouraged and give up.
    I think that you get 10 attempts, but I can't swear to that having never been in that position. In any event, you will probably have to restore to factory settings if you want to be able to use the iPad again. You cannot restore from a backup - unless that backup does not have the restrictions passcode in it. If it does not have the passcode in it, then restoring from that backup will eliminate the passcode.
    If you have to restore, you have to use iTunes on a computer, since you cannot get into the settings.
