In the text you say you are using Snow Leopard. Snow Leopard will not operate on a G4 (or any Mac with a PowerPC processor). Leopard OS 10.5 is the max OS for PowerPC processor Macs. Your profile shows OS 10.5.6. What OS are you using (or trying to use)?
Will the PB boot using a systen install DVD?

Not the iPad - your computer must be running iTunes 10.7 in order to sync. It has nothing to do with iTunes on the iPad.

Copy everything from the old computer or your backup copy of your old computer, to your new one.

On your Mac.....
Open Macintosh HD > Applications > Utilities > AirPort Utility
Click on the old TC, then click Edit
Click the Disks tab at the top of the window
Click Erase Disk
Select the Zero Out Data option.....which will take 4-6 hours depending on the size of the drive on the old TC......if you plan to sell the TC. If you plan to keep the TC, use the Quick Erase option.....which will only take a few minutes.
Click Erase
Click the Base Station Menu at the top of the screen
Click Restore Default Settings and follow the prompts
The disk has now been securely erased and the network settings have been reset back to factory defaults.

Reset the Device:
Hold the power button and the home button down until the device shuts off, then power it back on and see if the problem is resolved.
That won't remove any data. I hope that works.

You cannot delete the preinstalled apps.
Swipe from screen to screen to look for them.
Check Settings>General>Restrictions and make sure that they are not restricted.
You can also reset the home screen layout and the icon will reappear - but the home screen will return to the way that it looked when you first activated your iPad.
Settings>General>Reset>Reset Home Screen Layout.

I have a 750GB HDD. Speaking visually (looking at Disk Utility) I had a 250GB Mac Journaled partition on the top, and a 500GB Mac Journaled partition on the bottom. The 250GB partition is now free space, now how do I expand the 500GB partition upwards?

Now how do I expand the 500GB partition "upwards" when the GUI only gives me a resizing handle on the bottom right corner in Disk Utility?
I am comfortable with Terminal if there is a non-destructive CLI way to do this, since the Disk Utility GUI seems to have failed here...

You will need to check out a third-party utility. The diskutil CLI utility cannot non-destructively change the start of a partition map, only the end (which is why you only get the draggable handle in the GUI at the bottom of each partition...same idea).
To be honest, I'm not even sure how well third-party tools will do at this either. Changing the start of a partition is non-trivial, be cause of the partition map files, b-trees and so on which have to be moved. iPartition is well regarded, but also not free.
And regardless of what tool you use, you will want a backup of your data (assuming that it's data you want to keep, or you wouldn't care about non-destructive repartitioning). Which might mean that just getting a new HDD , copying the data and then repartitioning the current one and having an extra HDD because of it may be the simplest and safest solution anyway...

I just installed Elements 13. When I import images, most of them do not load as thumbnails, but rather as gray rectangles. When I double click on them, the image appears and can be edited. How do I get the thumbnail images to all appear?

My System:
iMac Software: OSX Yosemite v. 10.10.3
Processor: 2.9GHz Intel Core i5
Memory: 8GB 1600MHz DDR3

If you are importing large numbers of images, it takes PSE a while to generate the thumbnails. So you might want to just wait while it does its thing (which can be hours if we're talking thousands of pics). If it's just few images, select them in the organizer, then press F5 and see if that forces the thumbnails to generate.

I accidentally deleted a downloading file from the download area and it havent finished downloading. how do i get it to start downloading again if i cant find it in my purchase area?

For all I know, once you have deleted the apps that you are downloading, there is no way for you to retrieve it. What you can only do is to retrieve those that you have already downloaded, but if the apps is still in process and it has been deleted, you cannot do anything about it, but to start from the beginning.
