I get an error message everytime i try to open itunes.

And the meassage reads "The Itunes Library.itl file is locked, on a locked disk, or you do not whave write permission for the file."  what does this mean and how do i fix it? I have uninstalled and then reinstalled and the problem remains.

This means that your iTunes library file (*.itl) which is found within your iTunes folder on your PC is being used by another program.
Make sure to restart PC, and close any non-essential program/process running in the background via Windows Task Manager. Then try to run iTunes again.

The problem is that everytime I try to open iTunes I get a message saying iTunes had encountered a problem and needs to close.     I removed iTunes and downloaded the new version but I'm still getting the same message. Do you think it's a problem with quicktime? The only other thing I can see is that I had some Japanese music and the Kanji has been changed to little squares in my library. Could one of those be the problem?

    Okay ... not likely to be a Windows Update issue that has just recently come on, then.
    The 80070002 errors acn be associated with damaged files or missing permissions, and conceivably software interference too. So let's throw a bunch of basic principles troubleshooting procedures along those lines at the problem.
    First, I'd try running a disk check (chkdsk) over your C drive, or whichever drive you install your program files on.
    There's Vista instructions in the following document.

    Select both Automatically fix file system errors and Scan for and attempt recovery of bad sectors. You'll probably need to schedule the scan to run on restart. The disk check should take quite a while to run (if you're running it on the C). If it quits after a few minutes or seconds, something's interfering with the scan.
    After that completes, download a fresh copy of iTunesSetup.exe from the Apple Website and save it to your hard drive. (Don't run the install on line, and don't start the install just yet.)
    Restart the PC. After the PC restarts, do not open any applications. Disconnect from the internet and/or your network. Now disable all your security software (firewall, antivirus, antispyware).
    Now start the iTunes install by right-clicking the iTunesSetup.exe and selecting "Run as administrator".
    (Reenable all security software prior to reconnecting to the internet and/or your network.)

    You may want to make sure you're installing the right version of itunes.  If you have a 64bit system, you will need to make sure to download and install the 64bit version of iTunes.

    You are seeing the message because the new AirPort Extreme has some specific System Requirements:

    iPhone, iPad, or iPod touch with iOS 5 or later and AirPort Utility 1.3
    Mac with OS X Lion v10.7.5 or later and AirPort Utility 6.3
    AirPort Utility 5.6.1 in Snow Leopard may or may not work correctly with the new Extreme for all functions. As long as things are working OK for now, you can probably leave them "as is" and wait for another Mavericks update to fix some issues before you "upgrade".
    If you have an iPhone or iPad, you could use that to administer any settings changes on the new Extreme.
