I gifted friend an album via itunes store and she rec'd email but couldn't download. how do i report this to apple and am i still responsible for cc charge?

You will see the a person has to demonstrate they have tried to resolve the issue with the vendor first.
I also don't know if the 100 mile limitation applies in this case.
The other thing to realize is rather than go to court, it really may be a lot easier to: 1) See if it is something we can help with in 2 minutes here, for free, and with the OP getting what they really wanted which is a successful gift, or 2) find Apple would probably resolve nicely without having to write formal letters of complaint which I believe the credit card company will require. Although I don't always agree with everything Apple does, I have to hand it to them, I have seen issues posted on this forum where people ultimately report that Apple gave them a refund or second download or something when frankly it wasn't something they had coming to them according to the terms of purchase.

Depending upon what country that you are in (music can't be re-downloaded in all countries) then try deleting that track from your iTunes library and redownload it via the Purchased link under Quicklinks on the right-hand side of the iTunes store home page on your computer's iTunes.
If you aren't in a country where you can re-download music or if it re-downloads in the same state then try the 'report a problem' page to contact iTunes Support : http://reportaproblem.apple.com

The photo sync is one-way: Computer to phone. Photos synced to your phone will have to be extracted from your phone using third-party software, if you want them on your computer, as Apple makes no provision to do so. Since you're using a Mac, you can use this:

Purchasing an Album via iTunes Store

When looking through the iTunes Store, I found an album that I want to purchase. If I purchased this album, would it just insert the music into my iTunes Library, or would I receive the music CD through the mail?

You would download the album, it's tracks, and any associated multimedia along with it. The only CD you would have would be one you yourself burned (iTunes doesn't use the Postal Service for anything but bills via credit cards
If you want the physical CD, you would use Amazon, CircuitCity, etc, and they'd ship it to you in however many days it takes to get to you. You can then use iTunes to rip the tracks to your local library so you can have them also on your computer. Purchasing it on iTunes doesn't get you a free CD however- so choose carefully which medium you want to buy (Internet Download, or Physical CD).

Delete it and redownload from here:

Can an institution distribute eduction via iTunes Store and charge for it

It seems like the current content on iTunes U that is made public is made available for free.
Would it be possible to use iTunes U / iTunes to distribute education (lectures, keynotes, audio) for a fee, similar to a iTunes song or an iPhone App in the App Store?
There may be some great educational material out there waiting to be made available, could the institution be allowed to charge the cost back to the user.
I haven't seen any statement in the Apple documentation explicitly addressing this.
Can anyone shed some light into Apple's position here?

You cannot charge for content. I believe that the contract your institution signed will state that explicitly (could be wrong, it's been a while…but I'm virtually 100% of that). With virtually no exceptions, "for profit" and "commercial" schools are routinely denied access to iTunes U.
You -could- setup as an independent label…an indie…and distribute content that way…but then you'd be adopting an "album" model and not a "podcast" model.
iTunes can subscribe to a "for profit" podcast, but the feed cannot appear on the iTunes Store. My understanding is that Apple wants any feed URL listed in the Store to be free always and forever.
For example, Ricky Gervais' podcast is free in iTunes…but he also distributes audiobooks through Audible and iTunes…and those are not free. In addition, there are certain right-wing political podcasters whose podcasts are "for profit"…iTunes can subscribe to the feeds, but the feeds are not listed in the iTunes Store.

The only thing you can do is what the picture is telling you to do: plug it into iTunes and restore it.

Quit the iBooks app and restart the iPad and see if that helps.
Go to the home screen first by tapping the home button. Quit/close open apps by double tapping the home button and the task bar will appear with all of you recent/open apps displayed at the bottom. Tap and hold down on any app icon until it begins to wiggle. Tap the minus sign in the upper left corner to close the apps. Restart the iPad.
Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
If that doesn't work, delete the book and download it again. If you use the same Apple ID that you bought it with, you do not have to pay for it again.
