What you normally should do is go back the retailer from whom you purchased the card and discuss the problem with them. They should either correctly activate the card or give you a new one. If they refuse to help, as some retailers do, go here:
iTunes Support
and follow the instructions to report the issue to the iTunes Store. They will ask for a scan of the front and back sides of the card as well as a copy of the receipt

What it's telling you is correct. Gift cards are valid only in the country in which the card was issued. You cannot use an iTunes card issued in the UK in a US iTunes Store account. Give or sell the card to someone who can use it in the UK.

Are you able to try taking it back to the store that you bought it from and ask them to activate it properly ? It is a valid and important problem but it would seem Apple are deciding to ignore it. I can understand them asking to see a receipt but as you have said, when buying them as gifts for people it is highly unlikely that you will keep said receipt. You automatically expect the card to work!!
Kick up a fuss with your local Consumer Protection organisation. Get in touch with your local press and explain the problem to them.
