I do not understand what iTunes on your computer has to do with the iBooks app in your iPod.
You can only read iBooks on an Apple computer with the newers, Mavericks, operating system.
You can redownload the iBooks app for the iPod by:

I tried to update my iPod touch with the new 3.0 software and nothing!!
I downloaded and *PAID FOR* the new update on iTunes
BUT
after downloading it and followed everything it still says error
it keeps saying to 'restore and update' but that still doesnt work and now my iPod wont even turn on without coming up with a picture of a USB import and the iTunes symbol!! does this mean i now CANNOT USE MY IPOD?! i reeeeeeeeeally need help guys and _simpliying things is a good idea for me since im not entirely technical ^^;_I've got the latest iTunes version so i dont think it has anything to do with that. Shall i just take it into an Apple store and get them to have a look? would someone come round to fix it? _CAN ANYONE HELP ME HERE?!?!!_

The iPod backup that iTunes makes does not inlcuded synced media like apps and music. If that media is not in the iTunes library then it is gone after the update/restore.

However when I check for new updates my device is telling me that I have the latest version so I am unable to update to IOS 8. So I updated my Ipod touch to the newest software on my pc laptop which is windows 7. The software update wiped all of my songs and apps off of my Ipod. This is not that big of a deal because the songs and apps are still in my library and apps folder in itunes on my computer. The problem is, when I go to sync all my songs and apps back onto my ipod the tracks and apps are not syncing. It's almost as if the computer thinks all the songs are still already on the ipod but they are not. What do I do here?

Because you have an older model that is not upgradable to iOS 5.x.

I updated my iPod touch 4g to ios 5, i kept all of my apps but lost my progress on them. How can i, if possible, get my progress back?
You need to restore from backup. The backup contains app data like game progress. Make sure that autosyncing is turned off otherwise whe yu connect iTunes will make a back that does not contain the data. To to that go to iTunes>Preferneces>Devices and check the box that says Prevent iPods....syncing.
Yu can alsolook at the date/time of the backup on that screen and see if it might contain the data. -
