I had to reformat my harddrive and I lost of course my iPod game downloads,

is there any way to get them back without re-buying them?
My record that I paid for them is in my iTunes account.
I don't want to buy them twice.

No there's not: iTunes Store: Purchased content can be downloaded only once
Since you don't appear to have any backup other than the iPod your only solution is to recover them from there. There are many other utilities to recover content from an iPod. The free ones tend to concentrate on music recovery but you can put "iPod to iTunes" into your favourite search engine and see what you come up with.
