My record that I paid for them is in my iTunes account.

No there's not: iTunes Store: Purchased content can be downloaded only once
Since you don't appear to have any backup other than the iPod your only solution is to recover them from there. There are many other utilities to recover content from an iPod. The free ones tend to concentrate on music recovery but you can put "iPod to iTunes" into your favourite search engine and see what you come up with. iPhoto stores your photos in the iPhoto Library, by default it is in your Pictures folder. Double-click the iPhoto Library in "Pictures". Did you restore your documents and data, including the Pictures folder from your backup after the drive has been wiped?

I had to reformat my PC and now it wont let me add music to my iphone.

I recently had to reformat my PC since I got a nasty virus. After getting my comp up and running again I went online to download itunes. I installed it without any problems, but when I tried to hook my phone up to it, I found out I can't put any additional songs onto my phone (I can view all pre-existing songs) unless I wanted to wipe the phone clean. Any photos in photostream in the cloud will be returned to the new device when you log into your account and enable photostream, the photos in photostream in the cloud may not mirror the photos in the photostream album on your old phone.
Photostream in the cloud only keeps photos from the last 30 days (subject to a 1,000 photo limit). When photostream syncs the photos to your device they will stay there until deleted, which means you may well have more photos in your photostream album on your device than there are in photostream in the cloud.
The consequence of this is that if you turn photostream off and on again on your device (or enable it for the first time), it will only be populated with photos from the last 30 days, which may not be all the photos that were previously in the photostream album on that device.

It has always been very basic to always maintain a backup copy of your computer. Have you failed to do this?
If so, not good, you can transfer itunes purchases from your iphone: File>Devices>Transfer Purchases

I bought a used white flat screen imac (PPC with OS10.5.8. I had to replace the harddrive from storm damage. How can I find/download a full install version of 10.5 to format and load the new hard-drive? Currently comes on with ? screen.

I did not get a system disc or other support discs with the machine. How or where can I find or download a new-install version of OS 10.5 or up to 10.5.8 that will work with the PPC? Thanks.

Call the Apple Store and ask them to sell you a copy, you can then use the combo updater or you can buy a copy on eBay, but make sure it's the black retail copy and not a grey machine specific disc.

CD's can only be played on PC's or Mac's (obviously). If they contained music in them, they will have to be downloaded over again. What is best to do for further problems ike this is to put those songs on a big external hard drive at about 500GB for $60. They work very well and they are time saving. Putting in multiple CD's into one big hard drive will work well. Unless you have the songs on your computer with another music player like Windows Media Player for Windows XP - 7, you do not have to do all those CD downloads. If you have them on your computer do this: File>> Add File to iTunes the drag a big box around most of the music songs and they will be uploaded.
