I'm not sure what your post means. If you are trying to make an in-app purchase in a game then what happens when you try to do it, does the 'buy' button not work, do you get any error messages ... ?

Recently I wiped the whole hard drive on my mb374(Shipped with Snow Leopard) and tried to reinstall.
I press R+Command and get into the online restore or something, and an Apple ID is required in order to install the operating system. So I did type my account number and password and was informed that 'This apple ID has not purchaed Lion'. Before I wiped the harddrive the laptop ran 10.8. My apple id has purchased Lion on App store before and this laptop has upgraded from SL->Lion->ML. And I don't have anothe mac or the dvd of snow leopard that came with it.

You're confusing icloud and itunes store accounts. Individual users should have their own icloud accounts (using their Apple ID) but multiple users can share the same ID for logging into the itunes store account.

Despite the proliferation of mobile devices and the fact that there are many of us who do a lot of international travel, content providers don't want you to have access to their products outside of your homeland. The Balkanized mentality of the DRM Dictatorship is way out of touch with the modern world.
At least Apple, to its credit, allows you to use your accounts outside of your homeland as long as you have the proper credentials for them. Most other services use the more Draconian geolocation filtering which does require you to be physically present in your homeland. For the most part, you are not allowed to leave home if you want access to your favorite entertainment! -

You don't need an international credit card, to be able to buy items from your country's store (you can't use another country's store) the card needs to have been issued by a bank in your country and be registered to your name and address. I've downloaded the app clash of clans and I want to purchase an item on the game but when I go to purchase it something pops up and says I cannot connect to iTunes Store. Having said that I have a valid credit card entered into my iCloud account.

Everyone kept telling me just to select the "None" option next to the credit card choices -- but I didn't HAVE a "None" option and was getting very frustrated!
It turns out that in this case, you do have to add a credit card to finish creating your Apple ID. Then as soon as it's created, you can go to "Account" at the bottom and immediately remove your credit card information. This worked for me -- my credit card was only in the system for about 15 seconds before I was able to remove it with no problem.
Hopefully this works for you as well!!
Unless you don't have a credit card at all, in which case there might not be a solution. I have a credit card and just didn't want my information stored by Apple. Anyway, good luck! -

Charged a large amount $68 by iTunes California . I can't get to anyone in support and when I challenged the amount on my card, now my Apple ID has been disabled. Anyone else having similar problems?
Does anything show on your account's purchase history ? If you log into your account on your computer's iTunes via the Store > View Account menu option, you should then see a Purchase History section with a 'see all' link to the right of it. Click on that and you should then see a list of your purchases.
If it does and you didn't do the purchase(s), and nobody else has access to your account or devices, then try contacting iTunes Support via this page : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption. Is that how you tried contacting them ?
If it doesn't show on your account then contact your card issuer.
For your account being disabled have you tried getting it re-enabled ? If it's been disabled due to payments then you may need to contact support to get it enabled -
