So the way we have interpreted this is that each user( in a business) requires a separate iTunes account, though if the user had multiple devices that only he or she used, they need just one account for those devices. If you are an educational institution you can check out the iOS 5 Education Deployment Guide. Educational organizations have some different options.

Im not sure wether I got you right or not. But my advice/s would be as follows:
These steps help you get rid of old apps you downloaded years ago and you do not use anymore.(Also frees space on your mac after emptying the trash)
1) go to iTunes and delete all applications in it. Make sure to move them to trash! Do not empty your trash yet. Its your backup if step 3 doesnt appear.
2) connect both your devices(one after each other) and make a backup. !!!Dont press the Sync button, press the Back Up Now Button
3) Then it asks you if you want to backup applications as well. Confirm. (This is how apps get transferred manually)
4) Then Sync your devices... The first time it might be, that there are some additional apps loaded to your devices you dont want to.. delete them on your Device (not iTunes) and after that you should be good every time you sync again.
5) now you can empty your trash on your mac.
Further,
- You should regularly connect your devices with iTunes to make sure they are backed up. (Even if you have activated iCloud backup, the iTunes backup is more proper i.e.. Apps)
- If you hate scrolling through a list of apps in iTunes, you can re/install apps directly on iOS not via iTunes. I absolutely never go to the "Applications" section in iTunes. I install and delete apps directly on iOS.

Existing apps and content would not be automatically downloaded. You'd have to download apps and music manually, or sync them from a computer. New purchases would be automatically downloaded if you set the iPad to do that. Otherwise, again, you'd have to manually download or sync from iTunes.

I can also state that yes you can do this as I have 2 iPhone's and an iPod touch synced to the same account. I've split the apps between the 3 to better manage my content i.e. (movies on one phone, games on the iPod, and music and podcasts only on my main phone.)

You can't have multiple IDs associated with an itunes account, but you can have one ID one 1 device and another one, but currently its impossible to merge accounts.

You need her to sign out of your account using the button with sign out written on it.
Then sign in using her account details. If she doesn't have an account, use the create Apple ID link in the set up window.

You will need to connect the iPod to a computer's iTunes, and you may need to put it into recovery mode : http://support.apple.com/kb/ht1808 - you should then be able to reset the iPod and restore / resync the content to it.
If it's done via computer that it hasn't been synced to, and therefore doesn't have a backup on it, then from http://support.apple.com/kb/HT1212 :
If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present.

Corporate itunes account for our fleet of iPhones?

We have 200 corporate owned iPhones. Can I or should I use a single iTunes account for all iPhones? We started testing and manually activated 3 devices. Unfortunately all three devices popped up asking if we wanted use the other two phone numbers for FaceTime, iMessage etc.
Easy enough to select No to the pop up twice, but it will not be efficient to do this 200 times. Any suggestions?

You need a MDM solution to mange the devices
VPP for app licence management
and DEP if your in a country that' DEP is supported
Apple Configurator and a MDM solution can greatly speed up deployment
You also need to be aware of ios7 activation lock if your not managing the devices you may find yourself
locked out and unable to restore or erase devices, If a user sets up find my iPhone for themselves

Itunes account for iphone 4 has one balance. iPad has another balance?

I recently purchased an iPad 2 (16GB 3G) and purchased a $25 iTunes card. I also have an iPhone 4 with a current iTunes account. The balance is not the same on my phone. I only have one account and use the same log in credentials for both. Shouldn't my balance be the same no matter what device?

It should be. Have you tried restarting the devices?
