I have a 32gb iPhone but it has always said 13gb only??

I bought a 32gb but it only holds up to 13gb why is the capacity so small? I paid for a 32gb not 13gb and now all my memory is gone and I need nearly all my memory on it. Can I please have an explanation? Thanks!

I am sure you really have a 32 GB iPhone. Your apps, music, movies, etc. plus iOS itself will use a lot.
Do you really have NO memory left? How do you know?
Have you tried syncing it to your computer?
A brand new 32 GB iPhone with just the apps included will already show only about 27 GB free before you download anything.
Settings > General > Usage > Storage > Show All Apps will show you how much is required for each of your apps.

That is almost always because the phone was hacked to illegally unlock it. Contact the carrier it's locked to and ask about having it legitimately unlocked. If they will not do so, you will not be able to activate that phone.

You're welcome.
First check to be sure the new phone is running the same or higher version of iOS as the one you backed up (Settings>General>About>Version). If it isn't, you'll need to update the iOS first. Then go to Settings>General>Reset, tap Erase All Content and Settings, go through the setup screens on the phone and when given the options, choose Restore from iCloud backup and follow the prompts, choosing the backup of your personal phone to restore to.
Be sure the phone is connected to wifi and your charger while it is restoring the backup.

If you're not a developer then you really should not have upgraded.
I'm unsure how you can fix this as you have already done a back-up on iOS 7 and apple don't support firmware downgrades.

Try to reboot the iPhone, if that doesn't help make a backup via iTunes, and restore the iPhone via iTunes.
Otherwise disable background refresh, and kill all apps

Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

It's stored in your autocomplete cache memory, which is separate from your contacts. Unless something has changed recently, the only way to remove it would be to restore the phone as new, without using your backup. You could check over in the Using iPhone forum to confirm this.

This is a bit of a mess, because your billing address has to match the current iTS you are using. You also can't move items from one Apple ID account into another.

Try the following....
Go to Settings>icloud, scroll to bottom of screen and tap Delete Account. Then log in using a different ID.
