I have a 3G iphone and need to get the update version 4.3 and cannot find it

I am trying to download an app for my online schooling with University of Phoenix and it will not support the version I have on my iphone 3G which is 4.2.1. It will support a 4.3 and above. How can I get this version on my phone when the apple update will not update to this version?

The iphone 3G can only support 4.2.1

It's a pre-installed app and therefore cannot be deleted so you may have inadvertently moved it onto a screen or into a folder, check the utilities folder as this is a common one for it to disappear into. Check all screens and folders and do a search in Spotlight, it will tell you if the app it still on your iPhone but unfortunately not where it is. If you find it on one or your screens or in a folder, press the icon until it wiggles and then drag it back to where you want it. Alternatively you can reset your home screen in Settings>General>Reset>Reset Home Screen Layout.

Are you sure you have the newest version of iTunes 11 and newest version of iOS6? Go to Software Update and make sure you do.

I backed up my iphone 4 in itunes. I selected (without meaning to) the option to delete the notes once they were backed up. Now I need these notes and cannot find them on my macbookpro.
