I have a 3g iPhone and when I open iTunes, there is no "Purchased" button. How can I get one?

I have some past purchases that show up on my "Purchased" list when I am on my computer (Windows Vista machine), but they do not appear in my Library - so I cannot simply drag the songs from Library to the iPhone when it is connected to the computer. Elsewhere on this site (specifically here: http://support.apple.com/kb/HT2519 ) I am told I can just open iTunes on my iPhone, click on the "Purchases" tab, tap the artist name, etc. to download to the iPhone. But without a "Purchase" tab (and I have checked in the "More" area to see if it is there), this is a pretty difficult task. (Also just as additional info, I am running iTunes 10.4.1.10 and have recently synced the iPhone.) Also my computer is the only "device" associated with the iTunes Cloud beta and, as an alternative (?), maybe I could figure out a way to "associate" the iPhone as well?

For some reason, your Mac doesn't recognise that a keyboard is present, so it looks for a wireless keyboard. The question is, why doesn't your Mac recognise that a keyboard is attached?
First, you need to make sure you remove all peripherals, especially USB peripherals (the keyboard is on the USB bus). Then restart holding down the Shift key. This should boot in Safe mode. If the computer boots normally (not in safe mode) and the keyboard is still not working, try resetting the SMC

If that still doesn't fix the problem, then the keyboard (or its controller) is probably damaged and needs to be replaced.

Quit then relaunch Safari.
If that didn't help, go to ~/Library/Safari
Move the LastSession.plist file from the Safari folder to the Trash.

First things first: you bought this iPhone second-hand from someone you know. That person must have used his iTunes account to activate the phone. Have you tried connecting your iPhone to your computer (Mac or PC, doesn't matter) via USB and have it recognized by iTunes on your computer? If not, you'll have to activate the iPhone first. iTunes will do that for you, provided the former user has notified Apple he has sold his iPhone to you. You can't buy an iPhone from someone who's, say, an Orange customer, then use it on another network than Orange's (in the US, of course, that point is moot). Only way to unlock your phone is to jailbreak it, but it's risky, and frankly, I don't think you'll find a lot of info on this forum on the subject... Try popping out the SIM card and turn off the phone.
Pop in the SIM card once again and turn on the phone, make sure that the SIM card is placed and seated perfectly in the tray!
