I have a balance on my itunes account that I wan to use before it expires. I have a new computer and new iphone, so itunes wants a code from the back of the card. The card is long gone. How do I use my balance without this code?

As I said, some items cannot be purchased with an existing credit on an account no matter how much it is. It can only be purchased with a charge to a credit card.

1600 songs... it depends the individual size of each track. Not all tracks take up the same storage space.
If you want to have all 1600 tracks on one iPod, you need a larger iPod.

Yes you can use earphones or earbuds. You can use iPhone or iPod earbuds and there are many other headphones that will work with the iPad - and bluetooth headphones wiill work as well.

Well no, not from my experience. Last night, with a balance of about $42 in the iTunes store (several gift cards this summer) I purchased a 4.99 app - credit card was charged, not the balance in the iTunes store.

First, make sure you're logged into the iTunes Store using the account ID and password you set up, or used, when you redeemed your card/gift. If you are, try signing out of the account and back in.
If you're sure you are using the correct account and that you're signing in to the iTunes Store, and signing out and back in doesn't help, go to the Purchase History and review your purchases to make sure that you should indeed have a balance left. iTunes doesn't always refresh the balance it shows, so it's possible you spent the money and it just wasn't being reflected in the display. This display error can usually be corrected by logging out of the iTunes Store and then back in.
If you confirm that you should have balance left but the iTunes Store isn't showing it correctly, send a message to the iTunes Store customer service department through the contact form you'll find by selecting the most applicable section of their Support page (select the Contact Support link and follow the instructions) and explain the problem to them.

How do you pay the outstanding balance on your iTunes account?

I have an outstanding balance on my iTunes account somehow, and o can't download anything or update anything on my phone, it just tells me to update my card info and then tells me my security code is invalid. Which it's not. I could update my stuff on the computer but I had to uncheck the box that says "authorize this card to pay the outstanding balance on your account" I have enough money to pay the balance, but I just wanna know know

I just don't think there's a way of transferring balance or purchases from one account to another.
If you have portable devices, you can I believe authorise a single iTunes library for different accounts AND transfer different account material to a single iPod/iPhone etc
