Bbc iplayer or 4oD. ... are free app but my store is locked to a French store because of the AppleId ... but I live in the Uk so ???

You don't have to do anything with the first iPod that you don't use anymore. If you are planning on keeping it, put in a drawer in your house and forget about it.
You don't need a second account to use with the new iPod. I use one Appl e ID and iTunes library for two iPods, and two iPad. I have different content on all four devices. You can select exactly what you want to sync to each device and it can be different content on all devices.

To change the iCloud ID you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iDevice, then sign back in with the ID you wish to use. If you don't know the password for your old ID, or if it isn't accepted, and your old ID is an earlier version of your current ID, go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice on your device, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. All drum loops in LE 8 are greyed out and Apple loops utility 'can't be installed'

I installed Logic Express 8 and have loads of loops missing, especially the drum loops.
Even the Apple loops utility is giving me problems. It looks like the Apple loops utility was installed (because I have the icon for it now), but everything inside that utility is greyed out. When I try to re-install it, i get the error message 'Apple Loops Utility can’t be installed on this computer. The specified message could not be found for the index 0.'
I have a new MAC Mini OS X 10.6.7
Help would be appreciated.
UPDATE: I have looked through other related discussions here but could not find the naswer.
I also just checked in /Library/Audio/Apple Loops/User Loops to see if the files are there and of course they are not.
In fact, funnily enough, there are 0 files in the apple loops (although I do have plenty of loops that do play in LE8, just not the drum loops), which is strange. Where are all the files?????
I also found the following interesting point in the discussions here:
'The standard installation doesn't install all the loops. You'll have to do a custom installation and check the GB extras.'
The problem is that I am never given any option to do a custom installation when I install. It only offers the normal installation mode.

1. On the newer Macs, iLife 11 or so, only a part of the loops is being installed, and the other part must be downloaded via software update. GB will tell you so if you select a greyed out loop.
2. Loops should all be in "(your HD)/library/audio/apple loops/apple", not in the user library.
3. If you find the loops are installed there but aren't shown in LE or in GB, you might want to re-index the loops.
4. If loops are still missing after re-indexing, drag the loops folder straight above your loop browser and drop them there - this should add the missing loops.

We have too many apple devices, how can I creat another apple ID and divide the devices among 2 Apple Ids?

We started off with the original iPhone a few years ago and now between my wife and I (plus Kids) we have too many apple devices under the same apple-ID (2 X iPhone 6+, 2X macbook Pro, 2X iPod-touch and 1X iPad)
We are constantly running into issues because everyone in the house is using the same apple id, downloading Apps using the same ID, sharing the same cloud and receiving each other's iMessages.
I know that I can create another Apple-ID, what I am unclear on is once I do have a new apple ID, how do I assign that to half the devices (1X iPhone 6+, 1 X MBP and 1 Ipad)

I'm not sure what they told your at the Apple store, but each Apple ID can only create a single iCloud account. If you want separate accounts for all these devices, they will have to be created using separate IDs. Note: you can do this and still share the same ID for other services such as your iTunes store account. The iCloud ID does not need to be the same as the ID used for other services.
To create an account, go to Settings>iCloud and sign in with a different Apple ID. If you want to migrate a copy of the current iCloud data to the different accounts, start by saving any photo stream photos that you want to keep to your camera roll (unless already there) by opening your my photo stream album, tapping Select, tapping the photos, tap the share icon (box with upward facing arrow), then tapping Save to Camera Roll. If you are syncing notes with iCloud that you want to keep, you'll need to open each of your notes and email them to yourself so you can later copy and paste the text into new notes created in your new account. Then go to Settings>iCloud, tap Delete Account (which only deletes it from this device, not from iCloud; the devices keeping the current account will not be effected by this), provide the password to turn off Find My iDevice and choose Keep on My iDevice when prompted. Then sign back in with a different Apple ID to create your new account and choose Merge to upload your data.

There is a new AppleCare for iPad out and I have the older one (mc595ll/b), but I guess there is a new one. Do I HAVE to get the new one for my new iPad. Or can I use the one I have and activate it?

I'd call apple care and ask them. I remember when i bought my Apple Care I had to activate it within a certain time period after purchase.
I'd contact apple care and ask them directly since they are the only ones that can give you an answer

So I don't know what to do here, I want to change my iCloud to be my own but when I press on the delete button I am warned that everything will be deleted. However I would like my wife to retain the iCloud account on her device. Will it delete everything, on what will be her own iCloud account, if I delete it on my iPad?

Create a new Apple ID for him: Create an Apple ID
Sign out of the old Apple ID and in with the new Apple ID on his devices in these places:
Settings > Messages > Send & Receive
Settings > FaceTime
Settings > iCloud > Delete account > Sign back in with new ID
Settings > Game Center
You can keep using the same Apple ID for purchases.
If you want to have separate purchases:
Settings > iTunes & App Stores

Your purchases are tied to your Apple ID. If you bought all of the books with the old ID then AFAIK you will have to continue to use that ID in order to continue to sync those books to the iPad.
You have to update the app with the old ID so I don't see how you could keep the books with the new ID. Maybe I am wrong about this, but someone else will chime in I'm sure and correct me if I am wrong.

I have purchased an Apple TV 3rd generation and successfully installed it. I have enjoyed using this device. However, I don't see other devices other than iTunes on one of my Computers

I bought the Apple TV as I have an iPAD 1st Generation, thinking I could pipe my iPAD to the TV. After messing around with it, and searching on-line, I find that I need an iPAD 2nd Generation as there is no app for mirroring for the 1st Generation.
My other issue is; dDoes the Apple TV 3rd Generation allow access to other computers? I have a Media Storage device but the Apple TV does not "see" it, only one of my computers that has iTunes on it...I have almost all my media in Apple formats, but cannot access the device. It only allows me to see the iTunes app on one of my computers...why can't I connect to other computers on my network with this device?

1, you can't mirror on the iPad 1 per se. However, some (not many!) apps do support explicit mirroring of the app's content. Note that the fact that an app supports TV out via the wired(!) HDMI / VGA doesn't necessarily mean it'll also work over the wireless AirPlay. (An example of them is ArtStudio for iPad. See the dedicated discussion at https://discussions.apple.com/message/18841572?ac_cid=ha123456#18841572 )
2, the ATV can only access iTunes Home Sharing. No UPnP (see e.g. http://forum.maccast.com/index.php?/topic/18215-does-appletv-work-withe-upnp-med ia-servers/ ), no Samba, no AFP, no nothing. This is why you only see the desktop iTunes' shared videos.
