i have an iphone 4s ios 5.1.1,and i just up grade to ios6.1 and now i cant make and recive calls...

It would worthwhile doing a reset on the iPhone. To do this press the 'Home' and 'Sleep' button for a while until the screen goes dark and the Apple logo comes up. Then release the buttons and let the phone do its reboot.
You will not lose any data/apps or anything by doing this but I hope that your hone then works properly.

Unless you manually set your backup settings to exclude your camera roll, camera roll photos and videos are included in your iCloud backup. If the missing videos were on you phone when it was last backed up, restoring to the backup should recover them.
