Hi I have some balance in my account but cannot use it due to problems with security question and email

If you can't remember your answers to your questions and you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then the steps half-way down this page give you a reset link on your account : http://support.apple.com/kb/HT5312
If you don't have a rescue email address (you won't be able to add one until you can answer your questions), or don't have access to the email account, then you will need to contact iTunes Support / Apple in your country to get the questions reset.

if your rescue mail won't work as the mail address is not valid anymore, you can contact iTunes Store Support. The advisor can verify your identity and help you to reset the questions. After this, you can enter new questions/ answers and use your Apple ID again.

Applications should not disappear all by themselves.
If they are then that coud indicate serious problems with your hard drive.
Backup everything up as quickly as possible.
Using Disk Utility verify your system disk.

You need to ask Apple to reset your security questions; this can be done by phoning AppleCare and asking for the Account Security team, or clicking here and picking a method, or if your country isn't listed in either article, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

If you can't remember your security questions go to Express Lane.
select iTunes from the list, then iTunes store. On the next screen select account Management. There, select iTunes store account security and write that you would like to reset your security questions and / or answers.
You should get an eMail reply over the next 24 hours.

You may reset the password on your account by opening https://iforgot.apple.com/ in Safari and entering your Apple ID (your email address, which the moderators should have removed earlier).
You won't be able to set the password to your email address, or a recently-used password (if I remember correctly).
Once you change your password, you should update your password on your iOS device in Settings > iTunes & App Store, then tapping the "Apple ID: <username>" cell at the top to re-enter your password. (Your iOS device may prompt you for the new password before getting to Settings as well.)
