You can change the Apple ID used for purchasing on her phone by going to Settings>Store>Apple ID, tap the ID shown, sign out, sign back in using her Apple ID. Of course you will want to back up through iTunes. Because you're using the same computer and you don't your wife to use a different login, the only other option is that you will need to create a separate user account (in Windows) on that computer, open iTunes, and restore from the back up. The two libraries will be separate through the user profile of Windows. If you had a Mac it would be the same, because you just simply can't have two iTunes libraries coexist under the same user account at the same time.

I have OSX 10.4.11 and want to view my iCloud mail in my mail app, how do I do that, as my mail has stopped functioning properly.

I have a 2006 Macbook with osx 10.4.11. I want to view my iCloud mail in my mail app. Currently, my mail app is not functioning properly because it can not go online. I imagine this has to do with the rollover to iCloud. Will I be able to view my .mac mail in my mail app with iCloud, despite the fact I am operating with an obvious antiquated osx?

As I understand it you want to have more than 1 email address under your Apple ID. You can have what are called Alternate Email addresses associated with your Apple ID and this article will help you get those setup:
Manage your Apple ID primary, rescue, alternate, and notification email addresses
Alternate email address
You can add one or more alternate email addresses for use with Apple services such as Game Center, FaceTime, Find My Friends, iMessage, and OS X notifications.
Go to My Apple ID (appleid.apple.com).
Select “Manage your Apple ID” and sign in.
Add an alternate address:
Select Add Email Address, then enter your alternate address. Apple will send a verification email to that address. Didn't receive the email?
Follow the instructions in the email to verify the address.
Edit an alternate address:
Select Edit next to the address, then enter the new address. Apple will send a verification email to that address. Didn't receive the email?
Follow the instructions in the email to verify the address.
Delete an alternate address: Select Delete next to the address.
