Maybe you are trying to restore at an old version of iOS...
Try to re-install iTunes on your PC.
If it still doesn't work check some solution on the "support" section of the Apple web site, and then (if you didn't find anything) you can try to go to an Apple Store

Error 1015 is usually a downgrade error. Apple does not normally allow the downgrade of iPhone software. It is easily fixed. But generally the steps are not discussed on Apple Forums. Here is a good discussion of error 1015 from this Forum.

Any help would be great as this is a factory unlocked phone

Apple in no way blocks devices.
Carriers can blacklist devices from their network. If that is what has occurred, only the carrier can remove the blacklist. This should have nothing to do with your ability to activate the device and use it as an iPod.
