I have an iCloud message coming up on my iPad screen. It is blocking me from using my iPad!

The message says...iCloud backup, this iPad hasn't been backed up in 4 weeks. Backups happen when the iPad is plugged in, locked and connected to wifi.
I don't know wether doing that will make the sign go away and allow me to use my iPad, but I don't know what it means by plugged in, does that just mean put on charge? As I have done that.
When I click cancel on the message it won't cancel and won't allow to press anything on my iPad home page, is there a way to restart the iPad?

To reboot the ipad, press the home and power buttons together and keep pressing until the device shuts down. 
Then power up again. 
By "iPad is plugged in" they mean to do a backup you must have it plugged into a power source - but that's not true, if the device has enough battery power remaining.
