You need to plug it into iTunes and update to iOS 6 - http://support.apple.com/kb/HT4623
After that update, you can do future ones over wifi directly on the iPad2
Note you cannot get iOS 5 specificially as it is not the latest - iTunes will only allow updating to the latest version available for your specific device.

It is not clear what you want/need, partly due to indicating different CS versions between the title and the body of your posting, and partly because you use the word "update". You can sync as many devices as you want to the same iTunes account, there is no limit. You can have the same content on each device or different content, the choice is yours. iTunes will keep everything straight, by device, including separate backups. I'd suggest giving each device a unique name, to make things easier.

The censorship in regards to certain apps not being available in your country is by your country, not by Apple.
Due to various laws and licensing in each country, in order to have an iTunes store account in a particular country you must have a credit card with a billing address in that country. If this were up to Apple, there would be no such requirement and there would be only one iTunes store for the entire world, but various laws, regulations, and licensing issues in each country, this is required by Apple.

Yes - I connected my phone to my computer / Itunes and went into the apps section, but from there I have no idea how to manage the push notifications. Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

Apple could not tell you who else might be using your credit card, so there's no point in trying to contact them. All they could discuss with you is your own iTunes Store account, and if there's nothing in your purchase history, the charges almost certainly aren't coming from there. Again, you should take this up with your bank/credit card company and report these charges as fraudulent. They probably will cancel your card and issue you a new one.

If the books were all purchased from the iBooks Store, then you should be able to download it again. On your iOS devices, check in Settings > iBooks to see if Show Purchases is turned on and then open iBooks and they should be there. If you are currently running an iOS lower than 5.0, connect the iPad to the computer, open iTunes. Then select the iPad under the Devices heading on the left, click on the Summary tab and then click on Check for Update.
