I have an iphone 4 and it has tiny spots on the screen that is brighter than the screen's brightness

is there a way to fix this problem?

Those are probably stuck pixels and if so are a defect in the screen. If that is indeed the case, it's not something a user can fix. Call Apple Support or make an appointment at an Apple Store and discuss theproblem with them.
