i have an iphone 4 from japan it is locked with softbank it was sent to me here in manila,philippines and i tried resetting it and after it was asking for the sim that was from the carrier. what should i do? i just want to activate it. ios 5.0.1 baseband 4.11.. i need help
The only way for the iPhone to be unlocked is for Softbank to unlock it .
They have it locked to their network because they will have subsidised the original purchase price

If you have a Japanese iPhone and are using it with any carrier other than Softbank or AU, then it was hacked, since as the others have said neither of those carriers unlock iPhones. Therefore if you upgrade iOS or restore your iPhone, it will lock back to the original carrier and be unusuable with your current cell provider.
We cannot help you with jailbroken iPhones. You'll have to look elsewhere for further assistance.

There is not a thing you can do except get the Apple ID and password of the previous owner...that iPhone is in Activation Lock mode and cannot be unlocked any other way. The Activation Lock is an anti-theft protection that cannot be bypassed. You very well may have a stolen iPhone so try contacting the who you bought it from and get your money back.

You cannot. The iPhone is locked to Softbank, and only they can unlock it. Problem is that Softbank will NOT unlock the phone, as they do not offer iPhone unlocking.
Buy an iPhone in the Phillipines.
PS Before you go on a rant at Apple, be aware that Apple does NOT unlock phones and they do not set unlocking policies. The carriers (Softbank in this case) set the unlocking policy. -

If officially unlocked, you can purchase a sim from one of the two nationwide GSM carriers, AT&T or T-Mobile. However, AFAIK, none of the carriers in India offer unlocking for the iPhone. Thus, if your phone is carrier locked, the only way it will work in the US is roaming...that would cost a fortune.
So, if you have a carrier locked iPhone, leave it home or sell it before you come to the US, then purchase an officially unlocked iPhone, from Apple, when you get to the US. You'll be able to use that phone in India when you go back. -

EDIT 2: It cannot be restored via iTunes 'cause I get a screen message saying that there's no SIM card in the iPhone I'm attempting to activate. The friend who sold me the phone showed me a method for restoring it on the phone itself, without having to send the command through iTunes (connect the phone to computer, turn it off, hold both Home and Power buttons until the Apple logo disappears, release the Power button without releasing Home button, iTunes shows a message about an iPhone in restoring mode, restore, etc.). Thing is, I tried this two or three times on the iPhone 5 but the device still doesn't recognize the stupid SIM…

Thanks a lotSorry, but you purchased an iPhone from a country that has requested FaceTime be removed from all iPhones sold in that country. Apple has no choice but to comply with these government requests, hence FaceTime has been removed from your phone and there is no way to activate it, regardless of where the the phone is used. If you want FaceTime, you need to sell your phone & purchase an iPhone in India.

The iPhone must have been jailbroken and unlocked via software to accommodate your foreign SIM card. Now that you have updated the phone, it is locked back to the US carrier. Only the carrier can authorize Apple to unlock the iPhone and none of the US carriers will unlock the iPhones. Best suggestion is to sell the phone and obtain a factory unlocked version directly from the Apple store.
To answer your other question, there is not a supported method to downgrade iOS. -

You can NOT unlock it. Only the carrier it is locked to can legally authorize unlocking it and the Japanese carriers will not do so.
In order to be using it previously with a non Japanese carrier, the phone had to be hacked to illegally unlock it. You can not get help here.
Buy a new phone you can use.
