I have an iPhone 4 with iOS 5.1.1. Want to upgrade to 6.1.3

I have an iPhone 4 with iOS 5.1.1. Want to upgrade to 6.1.3 because some apps only work with this version. I only get the option to go directly to 7.0.4 (iTunes) which is a bad idea for an iPhone 4 as everyone knows. I should have the right to choose which version I want to upgrade to, it makes no sense to have iOS 7 on iPhone 4. Please advise.

Many people who have the iPhone 4 running iOS 7 have no performance problems, and a number have posted in these forums to say so, and they mean the entire iPhone, not just phone calls. So it is by no means predetermined that you would have performance problems should you upgrade.
But regardless, as tonefox said, you have no choice. You either need to stay with iOS 5.1.1, or you'll need to accept the upgrade to iOS 7.0.4. There is no way to upgrade to any intermediate version.
