I have an IPhone 4s and I don't have FaceTime

I have an IPhone 4S and cannot find FaceTime.

First be sure in Settings>General>Restrictions that both FaceTime and Camera are set to On.  Then make sure you have turned FaceTime on in Settings>FaceTime.  To make a FaceTime call you go to the contact you want to call and tap the FaceTime button; there is no separate FaceTime icon or app.
Edit: FaceTime is prohibited in certain middle eastern (UAE) countries.  If you live in one of these you won't find FaceTime on your phone.
