when one download something from the Internet corruption can happen making the data defect
when this happen the computer notice it and don't attempt to install the damaged software on the phone which would damage it
if one try right away to redownload something from the Internet ones isp just give one a copy from their cache (they can't detect if all data in their cache is valid because that would slow everything down)
wait a bit and the cache will be cleared and you will have a new attempt to download and flash your ios device with the update should it prove uncorrupted this time

I might have spoken too soon. I have my contact's synced with my google email account. I don't have them just on my phone. So if you have your contacts just on your phone I can not answer for that case.

The ONLY place can unlock an iphone is the carrrier to which it is locked and ONLY if they offer that service.
For example, AT&T in the U.S. does not unlock any iphones at all.
You can buy an unlocked iphone from the Apple Store now, but you cannot get a locked phone unlocked in the U.S.

If you are connected to Wi-Fi, have enough available space on the device and a current backup, I would try the steps in the article below. Also, you can always update via iTunes on your computer.

First, prior to connecting your phone, open iTunes on your computer and disable automatic syncing (iTunes>Preferences, on the Devices tab check "Prevent...from syncing automatically"). Now connect your phone, when it appears in iTunes on the left sidebar right-click on its name and choose Restore from Backup. When done, you can go back and re-enable automatic syncing if you prefer this.

You can see about purchasing an out of warranty replacement if it qualifies. They certainly will not give you a replacement, since it is more than likely user damage.
