I think that's the way it's supposed to work. When you connect to a computer that has iTunes, but is different from the computer you are normally synced to, you are asked if you want to sync to the current computer. If you say yes, it will replace the content of your iPod with what is designated to sync in the iTunes. If you say no, it will leave your content alone, but you won't be able to load any new songs, but you can still use it in disk mode as a storage device.
The exception is that you can transfer your iTunes store purchases to the new computer from the iPod, but I haven't done that myself. I'm not sure, but I don't think you can transfer non-store tracks, like those you burn from your own CDs. You have to copy those manually and then sync them onto the iPod.
Anyway, that's how it works with a 6th gen and the latest iTunes. Not sure if there is a limitation with 2nd gen.

An iPad and iPhone cannot connect via Bluetooth unless you are trying to use a Personal Hotspot feature on your iPhone or have one of the few third-party apps that allow limited file transfer or device-to-device gaming. Unless you're attempting one of these, then any previous "pairing" was probably illusory. If you are trying to use such a thing, tell us which one and someone may be able to provide suggestions.

iPods are not designed to work through Windows Media Player. To erase (reformat) an iPod, you should use the Restore command from the iPod's Summary tab in iTunes.
And have you done what I wrote before (on your PC)? Shut down and start up your PC. Run iTunes. Do this to reset the iPod

This is an iPod shuffle 3rd gen? I realize this forum category is for the shuffle, but sometimes people post in the wrong category, so I want to confirm your iPod is not a 3rd gen iPod "classic" or 3rd gen iPod nano...
Assuming it's a 3rd gen shuffle (the one with no control buttons on the shuffle), are you using the USB cable that came with it? There are third-party replacement cables that will fit, but if it's made for the 2nd gen shuffle, it will not work with a 3rd (or 4th) gen shuffle. The connector is different.
