I have an iPod Touch (2nd Generation) and it's running iOs 4.2.1.

Is there any way I could update it to iOs 4.3 or later? With 4.2.1 theres no good games nor apps to use! If I go to an Apple store could I update it? At my school we use iPod touch (2nd Generation) and it's updated to iOs 4.3.

No it is not.  This is not possible,  Ipod touch second gen cannot run anything higher than ios 4.2.1
