I have owned the account and have logged in on my Iphone 5s. But when upgrading to ios 8.0.2 and active on the screen when you can not log in even though I have logged in correctly

The help is the same for everyone. Apple will NOT help you circumvent the activation lock. Have the owner find his Apple ID and/or reset his password at:
https://appleid.apple.com/
If the "owner" is unable to do so, you will never be able to use that phone. Return it for a refund.

You can use an iTunes account for downloading free items, but unless the instructions on this page were used when creating an account :http://support.apple.com/kb/HT2534
then you will need to enter credit card details (which you should then be able to remove) before the account can be used to download any item from the store

Were you able to reset the account's password ? If not then how did you try to get it reset e.g. http://iforgot.apple.com (which would have sent it to the rescue email address if you have one on that account) ? You can also try contacting iTunes Support in your country to get it reset : http://support.apple.com/kb/HT5699
And no, accounts can't be merged nor content transferred between accounts.

As note already on the iBA forum [ AppleID for ibooks publishing ], you need two IDs. You can't use your developer ID.
If you already signed up for books with that ID, you need to talk to Apple to straighten things out.

HI Friend,
I think Gift Cards found in iTunes can help you. You can give her a Gift Card as the same value as the app and then she can buy by herself.
PS.: I never made it before, so please have a look about this in iTunes for further information before the purchasing.

Is it asking for a PIN (for a debit card) or the three-digit number on the back of the card (for a credit card)?

iCloud accounts can not be created using a Windows machine, you must use an Apple device, iPad/iPhone, or a Mac. Once you create the account you can sign into it from your Windows machine.

You can create an iTune and App Store account without credit card details
1. Sign out of current Apple ID if you are sign-in to one (important)
2. Go to App Store and select a free app
3. Tap INSTALL APP
4. Create New Apple ID
5. Confirm Your Country
6. Agree with Terms and Conditions
7. Fill in your Apple ID and Password (you must create a new Apple ID; don't use your old Apple ID)
8. Create and answer your secret question
9. Select NONE for Payment Method
10. Fill in Billing Address
11. Submit application for new Apple ID
12. Wait for verification email
13. When email arrive, verify your account
14. Start downloading your free apps

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then see if this user tip helps : https://discussions.apple.com/docs/DOC-4551
