As Wjosten says it is locked to AT&T and they will not unlock it. Even though o2 unlock iphones they can only do this with phones originating from them. So, yes the phone is not able to be officially unlocked.

Yes - unlocked means unlocked, but if there is a problem that requires an exchange under warranty, the warranty would be honored in the US only. You would need to return to the US for an exchange under warranty.

you could buy it somewhere in Europe. I know Apple sells them unlocked here in Germany and if I am not mistaken also (among others) in France and Italy.
Yet, as Peter wrote, the warranty can become a problem. Not sure whether a one country only rule goes for the European Community as well though.
As for the price, the 16 GB model costs 679,- € (equals roughly 550 £). Currently there is an average delivery time of 4 to 5 weeks.
LTE connections will not work with Orange or Vodafone. Only EE is about to offer a compatible LTE network. DC-HSPA and regular HSPA+ will work fine.

how can I skip the activation?Your phone is locked to AT&T and you will not be able to use it with anyother SIM. AT&T will not unlock an iPhone for any reason. Best to sell the phone and get an unlocked version if that is what you need.

However they are not YET available unlocked anything else will be locked to a US carrier

xYou can not buy an iPhone from Apple online in the US unless you have a U.S. issued credit card and a US shipping/billing address.
If you want to physically come to the US, you can buy one at any Apple Store.
The warranty will not be valid outside of the US. It will not work with LTE networks outside of the US. If you need out of warranty service, you will not be able to get it outside of the US. You will not be able to ship the phone to Apple in the US for service. You will have to physically carry it back to the US, or you will have to send it to someone you know in the US to take it in for service. -

how can activate it in israelIf officially unlocked, put a local activated sim in the phone, turn it on & follow the on screen prompts. If your phone is not officially unlocked, it won't activate & you'll get an error message. You'll find out pretty quick whether it is officially unlocked or not...you could also look on the box...any carrier name listed? Did your phone come with a sim card pre-installed? If any of those things are true, you don't have an officially unlocked iPhone. Might as well send it back before you go any further.

Plug your phone into the wall charger for at least 30 minutes...make sure you have a sim card in the phone...then:
Leave the USB cable connected to your computer, but NOT your phone, iTunes running, press & hold the home button while connecting the USB cable to your dock connector, continue holding the home button until you see “Connect to iTunes” on the screen. You may now release the home button. iTunes should now display that it has detected your phone in recovery mode, if not quit and reopen iTunes. If you still don’t see the recovery message repeat these steps again. iTunes will give you the option to restore from a backup or set up as new.
Make sure you have no anti-virus software running or any firewalls...turn all of that stuff off. -

You don't. Take it back to them and ask them to unlock it. If they refuse, or if they have now vanished off the face of the earth, you own a brick. There is no way past the activation lock without the proper credentials.

I have downloaded all my music from the cloud to my new iPhone and created playlists so I can listen to it when not it wifi like when on a plane. If I turn on iTunes Match will I still have this music still downloaded? The online information suggests all my music will be replaced. Will I have to download it again??
What you have on your computer is your iTunes library, not an iTunes "account." The account that is related to iTunes is your Apple ID, which you use to sign in to the iTunes Store and make purchases. It is also used with iCloud. iPods (that are not iPod touch) are associated with your iTunes library, not to your Apple ID.
So, I think you probably just need to set up (or update) automatic syncing for the iPod. If it's not set up to sync those new songs, iTunes still syncs the iPod, but it syncs nothing
In iTunes, if the sidebar (along left side of iTunes window) is hidden, from the menu bar, under View, select Show Sidebar. In the sidebar, the iPod appears under DEVICES, when it is connected.
Select the iPod in iTunes. There is a row of buttons, starting with Summary. Click on Music next to Summary. This is the iPod's Music screen, where you tell iTunes how to sync songs to the iPod.
Check the box for Sync Music (if it's not already checked). If your iTunes music library fits completely on the iPod, you can choose to sync Entire music library. Otherwise, you can choose to sync Selected playlists, artists, albums, and genres. On the lists below, checkmark the playlists, artists, albums, and/or genres that you want on the iPod. When you click Apply, the songs from your selection sync to the iPod.
One convenient way to set this up (if you can't sync the entire iTunes music library) is to create a new playlist in your iTunes library. Name it "iPod Songs" (or whatever you want). Put ALL songs that you want on the iPod on this playlist, including those new songs. Back on the iPod's Music screen in iTunes, select this playlist under Playlists. Going forward, to update songs on the iPod, just update that playlist in your iTunes library (add/remove songs). The next time you connect the iPod (or click the Sync button), iTunes automatically syncs the same changes to the iPod. -
