i have 2 sons who have an ipod touch each and there own itunes account one connects the other wont, on windows xp pc

Are you using the same USB connector cable for each? Have you checked the second iPod's dock connector port for damaged/bent pins, or debris that may be blocking the connection?
Have you tried a hard reset of the iPod with it still connected to your PC? To do this, press and hold both the Sleep/Wake and Home buttons together long enough for the Apple logo to appear.

On the iPod go to the Photo app and then to the Camera Roll. Tap on the the video yu want to delete and then tap on the trash can icon in the lower right.

My iPod has music and apps from my apple ID that I downloaded to my iPod via iCloud and some apps that I got free from the store, straight onto my iPod, but my laptop has some music on it aswell, separate from my other library. - You can only sync an iPod to one iTunes library/computer. You can however, manually manage music and videos among different libraries.

You can sync as many devices as you want to the same iTunes account, there is no limit. You can have the same content on each device or different content, the choice is yours. iTunes will keep everything straight, by device, including separate backups. I'd suggest giving each device a unique name, to make things easier.

Your iPhone and iPod can share the same iTunes account. Apps can be freely shared and used by one or both devices. You can't use money in your iTunes account to pay for your phone, but purchased apps can be used by both the iPod and iPhone.

While playing any song on your iPod, tap the artwork to bring up the scrubber bar and additional controls. On the left hand side is a option for repeat. You want to make sure this icon is white (meaning it is set to Off). If it isn't tap it either one or two times to change its current setting.

Yes. You're supposed to move it to the second device from the computer and not redownload it from the iTunes Store.
