I have deleted email and photos from my device but icloud still says I don't have any storage

I have deleted emails and photos from my device but iCloud still says I don't have enough storage to download the latest iOS version

You'll have to delete more data from the device. 
Go to Settings>General>Usage to see how much "Storage" you have available on the device.  (Ignore storage on icloud, since that is not part of the equation.)
