I have forgot my four digit Passcode & my iphone 4 is disabled. How to unlock the iphone. Have tried, but my iphone is not recognised by my laptop????/...

If you have forgotten your lock code, connect in recovery mode and restore, you'll get the option to reset the passcode during this process:
iOS: Unable to update or restore and iPhone and iPod touch: Wrong passcode results in red disabled screen
If you cannot remember the passcode, you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and resync the data from the device (or restore from a backup). If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present. Refer to Updating and restoring iPhone, iPad and iPod touch software.

    A passcode cannot be recovered if forgotten.  You can reset via recovery mode if disabled by following the instructions in http://support.apple.com/kb/HT1212 and may need to do that procedure more than once.

    If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the iPod backup that iTunes makes.

    Also when I am trying to connect ipad to my windows PC, it shows, your software is up to date and later starts restoring while updating again. Then automatically it stops to update halfway and I have to repeat the process again and again, still in vain.

    You will have to restore it using the computer you normally sync to. There is no way around it. If the computer you normally sync to is not available, you will have to force it into DFU mode (search here or Google for instructions) and set it up as a new device.

    Try this:
    Placing your device into recovery (DFU-Device Firmware Upgrade) mode:
    Follow these steps to place your iOS device into recovery mode. If your iOS device is already in recovery mode, you can proceed immediately to step 6.
       1. Disconnect the USB cable from the iPhone, iPad, or iPod touch, but leave the
           other end of the cable connected to your computer's USB port.
       2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds
           until the red slider appears, then slide the slider. Wait for the device to turn off.
                  * If you cannot turn off the device using the slider, press and hold the
                    Sleep/Wake and Home buttons at the same time. When the device turns off,

           device. The device should turn on. Note: If you see the battery charge warning,
