Somehow I have managed to forget passcode .Is there a way of unlocking it again ?

If you are referring to the 4 digit passcode on the iPhone to unlock it to get into the iPhone itself: iOS: Forgot passcode or device disabled
Use Find My iPhone
If you enabled Find My iPhone, you can use it to erase your device.
Go to icloud.com/#find to see if you enabled Find My iPhone.
Click All Devices at the top of your browser window.
Select your device and click "Erase [device]" to erase your device and its passcode.
Use the Setup Assistant on your device to restore the most recent backup of your device.
Use recovery mode
Follow these steps if you never synced your device with iTunes, if you don't have Find My iPhone set up, or if you can't get to your own computer. You'll need to put your device in recovery mode to erase the device and its passcode. Then you'll restore your device.
Disconnect all cables from your device.
Turn off your device.
Press and hold the Home button. While holding the Home button, connect your device to iTunes. If your device doesn't turn on automatically, turn it on.
Continue holding the Home button until you see the Connect to iTunes screen.
iTunes will alert you that it has detected a device in recovery mode. Click OK, then restore the device.

Restore from backup on the last computer you synced with, while the passcode was in place. If you have not synced, while the passcode was in place, then you'll have to force the phone into recovery mode & restore it:

Forgotten Restrictions Passcode Help
You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.

Disabled
Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased. That is how it works

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

I have forgotten my passcode for ipad and itunes is asking passcode to be entered - even after following directions for computers not synced... multiple times, but iTunes is not "detecting a device in recovery mode." What do I do now?
DFU Restore
This will very likley result in loss of data.
Plug the iPhone into the computer.
Ensure that it is running the latest version of iTunes and that it has access to the internet.
Press and hold both the home and sleep/wake buttons for exactly eight seconds.
Release only the sleep/wake button but continue to hold the home button for another five seconds.
Let go of the home button, then look at the computer screen for an instructional popup.
The popup should say "iTunes has detected a device in recovery mode. . .(etc)" Click accept to all boxes and let iTunes download and install all of the latest device Firmware and Software.
If no popup appears, repeat the above DFU instructions. If you've never done a DFU, it may take about three attempts to get the timing right. -

If you forgot (or don't know) your passcode, restore the device from backup on the last computer it was synced with when the passcode was turned on... this will remove the passcode. If you do not have access to the last computer it was synced with, you will have to force it into recovery mode & restore as a new device.

If you cannot remember the passcode, you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and resync the data from the device (or restore from a backup). If you cannot turn off the device using the slider, press and hold the Sleep/Wake
and Home buttons at the same time. When the device turns off, release the Sleep/Wake
and Home buttons.
3. While pressing and holding the Home button, reconnect the USB cable to the device.
The device should turn on. Note: If you see the screen pictured below, let the device
charge for at least ten minutes to ensure that the battery has some charge, and then
start with step 2 again.
4. Continue holding the Home button until you see the "Connect to iTunes" screen.
When this screen appears you can release the Home button.
5. If necessary, open iTunes. You should see the following "recovery mode" alert:

‘iPad is disabled’ fix without resetting using iTunes
Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
2. Open iTunes with the iPad disconnected.
3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
5. Click ‘Setup as new iPad’ and then click restore.
6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
8. The first stage in the restore process unlocks the iPad, you are basically just canceling out the restore process as soon as it reactivates the iPad.
If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

You are able to restore the device back to default settings using itunes. Once restored it will ask you for your apple id and password.
if you do not know/remember your apple id password you may go to www.appleid.apple.com to reset your apple id password. -

Please clarify what you mean by "locked"... Did you forget your lock screen passcode and now the phone is disabled? Did you forget the password for your Apple ID and now you can't activate the phone after updaing to iOS 7? What EXACTLY do you mean?

I have different iCloud IDs for my iPhone &Mac and I have 5GB on each, if I decide to use only 1 ID for both, can I have 10GB or will I be limited to 5 since it's 1 iCloud ID. I am afraid that if I I use only 1 iCloud ID for both of them I will be limited to only 5GB which is small a nd I don't have money to be paying annually for extra GB. The free 5GB allowance is per account, not per device.
If you back up to iTunes, 5 GB should be more than enough for the average user.
