There is nothing stopping you doing so, but you won't be able to sync anything between them. -

Gift Cards and Certificates are valid for use only in the country in which they were purchased. Only residents of the U.S may redeem gift certificates purchased in the U.S.
You can still help them set up an Apple ID without payment information so that they can download free items through the iTunes store though. The steps for performing that can be found in the following article:

No problem, it is still much the same advice but you'll need to use third party tools to extract the data.

Settings > iCloud > Sign in with the desired Apple ID.
Settings > iTunes & App Store > Sign in with the desired Apple ID.

Uri.The only way to get store credit is via a prepaid iTunes card or a gift certificate. You could I suppose send yourself a gift certificate - those can be given in any increment between $10 and $100 - but that will require you to provide a credit card. You would send the gift via the Send iTunes Gifts link under the Quick Links on the main iTunes Store page.
The same will apply to a gift to your friend.

If you're asking whether you can connect one device to two itunes store accounts, the answer is no.

If the amount of the purchase is close to $21.07, then you need to take into account taxes may be added.
If you go beyond the credit from a gift card the balance will be billed to your credit card account. -

You can re-associate the device to the same account. The 90 days is if it is already associated with an account e.g. if you are already in a 90 days countdown with that account then you won't be be able to dis-associate (and therefore be able to re-associate) the device from that account until the 90 days are up

I have 2 children on my itunes account. can you set up sub accounts so itunes cards blaances remain seperate.
- You can't create subaccounts.
- You can create new account(s). The media on the iPod is still usable. It does create more work when updating apps since yo have to sign into the account that purchased them to update them. If you have apps purchased from more than one account that need update you have to update them one at a time until the remaining apps were purchased with one account.
- To change accounts for purchasing go to Settings> Store (or Settings.iTunes and App store depending upon the iOS) and sign out and sign in with different account. -

No, a gift card can only be redeemed onto one account - it can then only be used to buy items for that account (it can't be used to gift content to another account).
