Downgrading isn't possible. iTunes won't install iOS versions older than the latest compatible release, and if one's somehow installed anyway, Apple's servers won't activate the device afterwards.

Downgrading of any version of iOS isn't supported by Apple. If you search the web, you may find instructions that may work, but you're on your own should any problems arise. For many people it goes without problems, but for some it's reportedly disabled their devices.

Yeah, I did. But if I go to settings and change the standard ring tone again, the ring tone for that special contact is still the old standard tone. But I want to 'tell' my iPhone/iPad that this contact should always have the standard ringtone from settings.

Hae you tried to do a hard reset of your phone? This will not lose any data. Hold the sleep/wake button and the home button until the phone turns off ignoring any slide to power off messages. Then power the phone back on.

If you believe your iPhone is Jailbroken, then this will not work. If you use iTunes on computer, this will put iPhone to current iOS which is iOS 7.0.2

When you enable the 'Personal Hotspot' then any device that connects to that device is being tethered to your iPhone 5.
Some carriers see this as a special service that they charge extra money for, so they disable on your phone unless your are paying them extra. -

I have iphone 4 and recently updated IOS to 7.0.4. After that, my iphone is keep going into 3G mode at home. I thought it was the problem with my internet or router. But my husband's iphone and our ipads are not having any issues. I turned off and turn it on many times. It eventually get the wifi, but it disconnects few times and it is really frustrating.
Also, it seems to me that the battery is dying quicker. Am I the only person having the issue?
How can I fix the connectivity issue? Or is there any way for me to go back to IOS 6? Some of appes don't work under IOS 7.

Most likely your phone is carrier locked to a different carrier than the SIM card you're using. It will activate and operate only with the carrier to which it's locked.

I tried to uninstall and it said I couldn't because the file is corrupt or something, but I think I finally got it uninstalled and/or deleted or whatever, but now I try to reinstall/download it again from the beginning and I can't.
