I have the Apple ID and the IMEI&SERIAL of phone..

There is no one from Apple on this forum and they do not monitor/participate in it.
You have encountered the anti-theft Activation Lock feature. You must enter the Apple ID and password that were ORIGINALLY used to activate the phone. If this is a second hand phone, contact the original owner/seller for the information.
If you are unable to enter the required credentials you will not be able to use that phone and Apple will NOT help you circumvent the activation lock.

Second, you cannot track your iPhone via iMEI or Serial Number. Only if you had enabled Find My iPhone on your device before it was lost can you track it.

You can not merge accounts.
Apps are tied to the Apple ID used to download them, you can not transfer them.

FYI, many carriers can not unlock an iPhone if it is not active on their network. They probably don't recognize the IMEI because it's not registered to an account that's active on their network.

If your router is not identified in a national database (don't recall who maintains it or where it is) then there is no location associated with it. Hence your device cannot be located. I suggest you try your test at some public wifi spot, like a bookstore or coffee shop. These places usually have a location associated with their wifi router.

That's not how unlocking an iPhone works.
The carrier the phone is locked to submits a request to Apple, wh updates their database. When that is complete, you restore the phone with iTunes to process the unlock.

No, restoring the phone will install the latest iOS version.
If you go to Settings > General > Reset > Erase All Content and Settings, the phone will revert to its fresh out of the box state, but iOS will not be reloaded - you'll still have iOS 6. See if the problem is fixed, and if it is, load your data back manually.

I read this to say that the phone is not jailbroken and the OP does not want to jailbreak it.
The only way to unlock it is to contact the carrier it is locked to, and ask them to unlock it.
You are also in the unfortunate position that the iPhone is not supported in Iran due to the international embargo.

Contact whoever you purchased the phone from. That's called activation lock. There is no way to bypass it without the credentials for the account that was used to lock it.

Then the phone is either lost or stolen, and the owner has enabled "lost mode". Activation lock cannot be bypassed, so without the correct Apple ID and password the phone is worthless to you...and everyone else.
