I have lost all of my iphone contacts. How do i get them back from icloud?

I have lost all of my Contacts on iPhone. I switched off Contacts in iCloud and did not save the numbers to my phone, thinking that when I switched Contacts back on, it would resync and it does not appear to be doing so. Any help to get my contacts back on my phone from iCloud would be much appreciated. Thank you.

Are they still listed on your device when you go to Settings>iCloud>Storage>Numbers? If so, they should still be in iCloud but you may need to contact support to find out why the Numbers app isn't able to access them: http://www.apple.com/support/icloud/contact/.

You can download everything you purchased from the iTunes Store without having to pay again:

Here is the procedure for your reference, using iTunes 10.7. The procedure and screenshots for newer versions are contained in the above link.
This assumes what you purchased is still available in the Store.
Open iTunes and click on iTunes Store on the left
On the right you will see this
Sign in with your Apple ID, then click on "Purchased" (with the orange blob)
On the summary page that appears select the tab "Not on This Computer" on the right.
On the list that appears, select what you want and then click the "Download" button.

Yes, go to your 'iTunes Store' app on your iPhone or whatever device you lost them on, then go to the 'more' tab, and choose 'purchased', then find your ringtones that you wanted and redownload them, you won't need to repay for them.

Are you saying there are two icloud accounts involved? Yours and your daughter's? If so, you can't get contacts from your device to your daughter via icloud.
If you both share the same icloud account (and I would caution you that this is not how icloud is designed to be used - each user should use their own account, otherwise you will both have all data such as email, contacts, calendars, notes, and reminders shared without being able to have personal data on one's own device), then deleting from an icloud database, like contacts, removes them from all devices associated with that account. The only way to possibly get back the data is to perform a restore from a backup - assuming there are still any "older" backups, before the contacts were wiped.

You buy one and only one download. it has always been very basic to always maintain a backup copy of your computer files/docs/pics/music/etc.
Since you have failed to do this, you could transfer itunes purchases from an ipod/iphone/ipad. Without syncing: File>Transfer Purchases
You could try contacting itunes support and asking for an exception but they are under no obligation to allow.

If you do have to download them again, at least you won't be charged twice. But first try syncing apps in your iTunes library. Version 3.6.6 got hung up. A friend of mine looked at it and told me it was because of 2 of my favorite toolbars. He uninstalled it and reinstalled it, and it was still the toolbars. So he downloaded version 3.5, but it would only let me have my toolbars in 'safe mode' Now as a result of that, I have lost all of my book marks, and it will not book mark any new pages. You really should be doing backups with an actual backup application, especially one that will work automatically, and, if your external HD is large enough, back up your entire system. These can automatically back up only what's changed since the previous backup, and some will keep "archive" copies of things you've changed or deleted, also.
Too many things can go wrong, such as your internal HD failing, and you'll have a major project to reinstall everything.
You already have Time Machine, built-in to OSX. You might want to review the Time Machine Tutorial, and perhaps browse Time Machine - Frequently Asked Questions.

Plug in your iPhone. Restore it. If it asks you if you want to back it up say no. When the restoring is done, without plugging in your iPhone, you should get an option to restore your iPhone from a back up or a new iPhone option. Restore it from your back up. It has nothing to do with iCloud but I recommend you set up an iCloud account to avoid loosing stuff like your contacts. And it's free.
