No, they will not help. You need to have Find My iPhone activated on the phone prior to the loss/theft and then you can track the device at www.icloud.com. If you did not activate Find My iPhone, then there is no way to track the device. If the device did not have a passcode on it, immediately change the passwords of all accounts you have on the phone; mail, banks, credit cards, etc.

I am almost about to give up hope with this. I have posted FOUR questions with no answers, so someone please answer this one.
My iPhone 3GS has never been jailbroken. A couple of months ago now, the bottom half of my iPhone screen became unresponsive so I thought I would try to restore it to see if it would make it alright again. Worst mistake of my life. It is now stuck in recovery mode and will not come out, for anything. I have had various different error messages, i've tried everything. All the software programs, holding home and power and whatever else. Nothing. When trying to restore it, it will come to the last part of the bar and fail. Every single time. I really could do with some help on this one. As far as I know you can't delete the primary email address for an iCloud account. It's assigned when the account is created. But your neighbor wouldn't have been able to get into your iCloud account without your Apple ID and password. Are you sure the account wasn't still on your phone when you gave it to him?
You could migrate a copy of your data to a new iCloud account but I would still be concerned that someone else was using my old account, which presumably still has your data in it.
I'm fairly certain that you're going to have to have iCloud support help you sort this one out as they may have the ability to make changes to an existing account that users can't. Make an appointment with the genius bar at a nearby Apple store and have them take a look at it. If necessary, they should be able to contact iCloud support for you. -

You cannot track with the imei number it is not possible. The only way to track is to install find my phone and have that turned on and then you can track the phone on icloud.com but only if the phone is on and has internet

If you did not setup Find My Phone, I'm afraid yo're out of luck. There is no practical way to track your phone.

I think I am following -- I was able to upload to my iPhoto and all photos and videos are there that is a plus! I tried to create an Event in my iPhoto and put all of my photos in that event but for some reason, now my iTunes it not recognizing that Event in my iPhoto. It is not allowing me to import just that event at the moment but I may be doing something wrong. At least all of my pics and vids are in iPhoto so that is a plus and I know they are at least saved somewhere. Just for some reason, my iTunes it not locating the event that I created with only those photos.

Unforutnatly I am like 2 iOS updates behind because I don't have enough storage on my phone.
