I have moved country and cant change credit card details

I have moved to the US and am having troubles with my Apple account. I have been into stores to have it sorted but it is still not right. I am trying to buy an application but it wont accept my American card and wont allow me to change addresses

You will only be able to update apps if you use the country's App Store that you bought them with. So if you bought apps in the U.S. App Store, you must be signed into that store in order to update those apps. Apps are always tied to the Apple ID that was used to purchase them and to the store in which they were purchased.
I must admit that I have no firsthand knowledge of this whole process, but I have directed other users as to how to change stores and they have responded that they have done so without issue. I don't see why you would lose your purchases when using another store, but I can't swear to it. But when I try to reason it out, it would make no sense to me -  in the event that you picked up and moved halfway across the world - that you would lose all previous purchases when you move. To me that doesn't make sense. It makes sense that you have to sign into that country store in order to update apps, but it doesn't make sense to me that you have to lose them if you move or have multiple residences.
I have read stories here from users that have multiple residences in different parts of the world and from what I remember reading, these users signed in and out of stores, depending upon where they were residing at that time.
Now since you closed that credit card account on your previous country, you will no longer be able to purchase from that country's store, but updating apps is predicated on the fact that you already own them anyway.
I wish I had the absolute definitive answer for you, but this is the best that I can come up with.

    You should able to. Try tapping on your id in Settings > Store and select 'View Apple ID' on the popup and log into your account, and your account's page there should be a payment information link (I assume that shows in iOS 4.3.3).
    If not, then on your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link.

    Yes I'm facing the same VERY FRUSTRATING PROBLEMS.
    Thanks Romsinha for you kind words and I know that it's not your fault, but it's not enough to try to fix this issue over the
    chat or phone. It needs to be escalated to whoever at ADOBE manages Creative Cloud Bugs.
    I just logged the following under the "Creative Suite" Bug reports, since I can not find anything CC related:

    THIS IS A CREATIVE CLOUD BUG FOR
    WHICH I COULD NOT FIND ANY REPORTING OPTION IN THE DROPDOWN BOX
    Concise problem statement:
    Extremly frustrating issue with updating credit card details
    Steps to reproduce bug:
    1. Log in to my Adobe Account
    2. Go To 'My Products and Services'
    3. Find that my Creative Cloud Subscription needs credit card details updated
    4. Click on update and then edit credit card info
    5. See that the credit card info has updated
    6. Wait for Adobe to deduct payment from my account.
    7. On next day get notification that I'm one day closer to my membership running out (due to me not having updated my credit card details - apparently)
    8. Get in touch with Support over 24/7 Chat
    9. Actions that are suggested to me, are steps 1-6 which I (being very frustrated) execute AGAIN.
    10. Wait for steps 7-8 to repeat
    11. Contact Adobe Phone "Support"
    12. Have Adobe suggest me to repeat steps 1-6.

    On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment details link.  If you are doing it on an iOS device (iPad, iPhone or iPod Touch) then tap on your id in Settings > iTunes & App Store (Settings > Store on iOS 5 and below) and tap on 'View Apple ID' on the popup and log into your account  - that should also give you a payment details link on your account's page.

    I dont have any active Telstra accounts, aside from NRL Digital Pass.
    My NRL Digital Pass doesnt work anymore, because my credit card details have changed.
    I need to update these details, but there is no button online to do so. Telstra support are telling me to crowd source the answer.

    I am sorry no phone option via this medium.
    You can check your payment method by logging into https://digitalpass.nrl.com > Account Settings > Manage Subscription.

    Open App Store app, go to Featured pane, swipe to bottom , tap your Apple ID and choose to view the account. You will find a section for Payment Information.

    Purchases are deducted from the balance of a redeemd gift card code first. If the cost of the purchase exceeds that balance, then the difference  is charged to your credit card.
