I have moved country and owe money for skype credit

purchased in another country. I have closed my bank accounts in that country so how can I pay off this bill, it wont let me do it with my new card. Its a really fustrating problem, considering I have the money to pay for it but it just wont allow me to use my new card

You will only be able to update apps if you use the country's App Store that you bought them with. So if you bought apps in the U.S. App Store, you must be signed into that store in order to update those apps. Apps are always tied to the Apple ID that was used to purchase them and to the store in which they were purchased.
I must admit that I have no firsthand knowledge of this whole process, but I have directed other users as to how to change stores and they have responded that they have done so without issue. I don't see why you would lose your purchases when using another store, but I can't swear to it. But when I try to reason it out, it would make no sense to me - in the event that you picked up and moved halfway across the world - that you would lose all previous purchases when you move. To me that doesn't make sense. It makes sense that you have to sign into that country store in order to update apps, but it doesn't make sense to me that you have to lose them if you move or have multiple residences.
I have read stories here from users that have multiple residences in different parts of the world and from what I remember reading, these users signed in and out of stores, depending upon where they were residing at that time.
Now since you closed that credit card account on your previous country, you will no longer be able to purchase from that country's store, but updating apps is predicated on the fact that you already own them anyway.
I wish I had the absolute definitive answer for you, but this is the best that I can come up with.

Good morning.
FaceTime will not work on a Windows computer. But, I believe that SKYPE has an application that will run on the iPad. So, if you go to SKYPE.com you can see their offerings. You will need to create an account (there may be a fee) and you will need a web camera for your Toshiba ( a Logitech 5500 comes to mind, assuming it does not have one built in already).
Your grandkids will also need to set up a SKYPE account. After that, you should be able to video chat to your heart's content.

Thanks but that doesn't give me the information I need. Normally an Elements purchase is good for both platforms. You should only need to download and install the Mac versions of the programs and install and activate them using the serial number you have from the opriginal purchase.

I have found out why this, and other fields, are not available in KEB0. The program uses a Function called KERA_COPA_METADATA_INTERFACE within which there is a section that selects the COPA fields:
