I have Outlook installed on my MacBook Air and it doesn't sync with my iPad mini or iPhone 4S when I delete a message. However, when I delete a message on either the iPad mini or iPhone, the message deletes on the MacBook Air.

The iphone is not a backup device.
You need to copy everything from your old computer, or your backup copy of your old computer to your new one.

Do you have access to another Mac with a disk drive? If so you can do it in one of two ways:
1 - on the Mac with the optical drive launch Disk Utility and make a disk image of the iLife 11 disk. Connect the two Macs together and transfer the disk image to your MacBook Air. Mount the disk image and install from it. I have my iLife disks saved that way for quick and easy reinstall when necessary.
2 - connect the two Mac together so you can access the MBA from the Mac with the disk drive. Insert the iLife disk, and install from the second Mac to the MBA.

You need to give us a lot more info.
I presume the MBA and the TC are the combo that doesn't work, although you don't clearly state that.
If the ipad and TC work.. are you sure the ipad is connected via the TC and not 3G network?
If it is then the TC itself is fine and the issue might be setup on the MBA.. although if the MBA works with other routers.. that rather confuses the matter.
You need to actually tell us how the TC is setup in the network. What kind of broadband modem you have and what kind of vpn you are using.

I'm not understanding what you're wanting. You don't sync ipad to iPad. You can sync both devices to the same iTunes account or same computer.
And you can choose the content on each device. I have an iPod and iPad and maintain separate content on each one.

MacBook Air stolen, how do I sync with new one?

My MacBook Air got stolen a few weeks ago. After trying to recover it, offering rewards, 'find my [Mac]', etc. I bit the bullet and bought myself a new one. I had Time Machine backups, so restored those onto my new MBA and off I was as if nothing had happened. Pfew.
That is, until I tried to add some music on to my iPhone. A new Mac, so it needs to be set up to sync with the new Mac. I use iCloud for backing up my iPhone, but music still requires a link with my computer. And so now I'm worried ... what will happen when I link the phone to my new MBA? I don't care about the music I'll lose, I have this in my library. But will it require me to re-download my apps, what about the app settings and content? What about my photos?
Without access to the original Mac, with the new Mac set up and in use for a while now,
how do I get my iPhone to 'sync' with my new computer, without losing anything other than music and videos on there?
