I have a £50 gift voucher and I tried to buy something with it, but it tells me there was a billing problem with a previous purchase and makes me put in my debit card details. My debit card has no money atm, can't I just pay with my voucher for the things that have a billing problem? I tried to put my voucher code in again but it won't let me do that.

Apple tv is giving me a meesage that says... There is a billing problem with a previous purchase. Go to the iTunes Store on your computer and click Purchase History to resolve problem. I have gone to my purchase history but can't seem to fix this issue.
You can contact the iTunes Store Customer Service department at no charge using the form on their Support page (select the category and subcategory closest to the issue you're reporting and you'll find an "Email Us" button) and explain your problem to them.

Restore from iTune Backup
1. Settings>General>Reset>Erase all content and settings
2. You will be asked twice if you want to erase iPad
3. Slide to set up
4. Select Language
5. Select Country
6. Enable Location Service
7. Choose Wi-Fi Network
8. Enter Wi-Fi password
9. (a) Setup as new (b) Restore from iCloud Backup (c) Restore from iTune Backup
10. Select "Restore from iTune Backup"
11. You will be instructed to connect to iTune (computer)
On computer
12. Two options offered
13. (a) Set up as new iPad (b) Restore from backup (a list of backup will be shown)
14. Select Restore from backup and select the backup
15. Continue
16. Restoring iPad from backup

Is there any sort of error message on the payment details screen on your account ? If not then if you enter your card's security code does that trigger an error message ?

I get this sometimes with the card I've been using for years. I'm not sure what happens but usually, all I have to do is go into iTunes and edit my card info. Instead of changing anything, I just save the changes even though I didn't make any and then iTunes will then automatically resubmit the over due charges.
This same thing also happens with SiriusXM account and at least once ir twice a year, I get a past due notice in the mail. Frustrating even though there is nothing wrong with my card. -

Click "Account" under Quick Links at the top right of the iTunes store. Next to payment information click "Edit" and then select "None" under payment method.
On an iOS device go to Settings>Store>Apple ID>View Apple ID>Payment Information>None.

I had this same problem. Even though I updated and even changed CC's in my iTunes account and there was no balance on my account....THERE WAS A BALANCE on my daughter's account that through the family network was tied to mine as the family manager. Even though all the accounts are paid by my card, I can't see or clear balances on other family members.
My daughter had to go into her account and enter (or have me enter) the 3 digit security code from the current (updated) cc to clear her balance and cease this darned error.
Now we can updated, download, and so on. What a pain.
In short if you are getting this error, especially if you CC information recently changed (expiration, number, sec code)... make sure none of your connected family members made any purchases between the time the CC info changed and you updated the iTunes account. If they did...THEY MUST CLEAR THEIR BALANCE to clear the error message.
