I have purchased from Adobe (downloaded) the Photoshop 10 upgraded to 12 and The Lightroom 4

Please let me know how can I reinstall these programs once i have to format my mac book pro with OS X Mavericks?

If you installed them by download then you will need to do the same when your machine is ready.  If you upgraded to version 12 then as a minimum you will need to have the serial number from version 10 in order to confirm your eligibility for the upgrade activation.  You do not need to have version 10 installed.
You can check your account online to see if there are links to download the installation files.  If you cannot find them in your account, then here are links to find the trial versions elsewhere - you can activate them to full use using your serial numbers...
