That is almost always because the phone was hacked to illegally unlock it. Contact the carrier it's locked to and ask about having it legitimately unlocked. If they will not do so, you will not be able to activate that phone.

99.9% of the time, the cause of this issue is the fact the phone was jailbroken/hacked to unlock it for use on networks other than the network the phone was originally locked to. Apple maintains a database of officially unlocked iPhones, and when Apple's servers detect phones such as yours, activation stops & you get the message you got.
So, you need to get a sim card from the carrier the phone was originally locked to, or get it officially unlocked, if you want to activate it. Because it appears that it was not officially unlocked. -
i have an activation problem with my iphone 3gs. i updated the software to io6 using itunes but now the phone will not complete activation because it keeps saydin the activation server is not available and to re try later. ive been trying for 6 hours but it still wont activate. if i try using itunes then it sayd no sim inserted when there is one inserted, what can i do?
You are right, but how could i send it to Apple? when the phone company first replaced my iphone they had in stock alots of iphones and they just sent mine back to Apple and gave me a new one, so all i did is to give them my phone, but now how could i sent it to Apple? and i cant send it by myself, and the store wont do that, its a lost for them.. so sending it to Apple wasnt an option from the begining.
and for the record, i dont think the store where i bought it is an authorized shop.. its just a store who boughts phone's from Apple in a low price and sells it in much more money.. -

I have had the same problem. Try and try again was the advice from my telecompany. I did and eventualy it worked. With my phone i had to try for five hours. With the ipad it was faster.

This usually means the iPhone has been hacked/jailbroken and it may no longer work as a result.

i had recently followed orders to restore my iPhone 3gs (iOS 6.1) from a question on apple support. However it was working fine before that, it's just that my phone didn't have signal. So it said to restore my iPhone and now it says that the Activation server is temporarily unavailable and when i plugged it into my mac, it said that i ddn't have a sim card installed. What can I do to fix this besides bring it to the store? it also bugs me because this answer was supposed to work but it just messed my phone up even more. Try closing the Camera app completely and see if then works when you re-open it : from the home screen (i.e. not with Camera 'open' on-screen) double-click the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of the Camera app to close it, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar.
If that doesn't work then you could try a reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the equivalent of a reboot. -
