I have restrictions disabled but I still cant get kik on my ipad

I have a ipad iOS 7.1 with restrictions disabled but I can't download 17+ apps I want to get kik

I thought that was the problem so I made a new Apple ID and for billing info I put none. Also when I got to restrictions and I click on app ratings it only shows 4+, 8+, and 12+ so I'm lie we're is the 17+.

- Restore to factory settings/new iOS device.

The red exclamation mark indicates that itunes cannot find your files.
Are the music files still on your harddrive. Look n Finder
Username/Music/iTunes/iTunes Media
If the files are there then keep the option key pressed and open iTunes. A dialog box will open asking you to choose your library. Select Choose and then navigate to the Music/iTunes Folder and click OK

TextEdit.app is corrupt. I have tried repairing and I have tried reinstalling but it still says You can't open the application TextEdit.app because it may be damaged or incomplete.

Thats the first thing I tried last night. And reinstalled just textEdit but no luck, then I deleted TextEdit and reinstalled it again and I was still getting the same message. Tried pacifist this morning again but this time I tried reinstalling the whole apps package half way through its says it cant reinstall due to multiple missing files.
Tried the repair option on the OS disc it says everything is fine

As instructed in the If you have never synced your device with iTunes, or you do not have access to a computer section of the article, put it in recovery mode and restore:
Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to shut down.
While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
Continue holding the Home button until you see the Connect to iTunes screen.
iTunes will alert you that it has detected a device in recovery mode. Click OK, and then restore the device.

Your Airport device may be in Bridge Mode.
