I have tried downloading PSE 13 and it is not opening.

I received my serial numbers, hit the two links and "Photoshop Elements 13" appears on my desktop. Where did it download to? This is not the program.

I tried with cs2 and I got an error message that some bit of information was incorrect. I currently have both downloaded on two other lap tops I own. One is operational and one is dead. Most of your purchases content can be downloaded again via the Purchased tabs in each of the store. I realize that this will be a problem for the iTunes Store on the iPad, but that has nothing to do with apps, since apps are in the App Store.
If you backed up synced with iTunes before you restored the iPad, your content should be in iTunes on your Mac and you should be able to sync it back again.

Have you tried deleting it from the iBooks app and redownloading it via the Purchased link in the ibookstore in the iBooks app ? Re-downloading.
If you have the same problem after re-downloading it then try the 'report a problem' link from your purchase history : log into your account on your computer's iTunes via Store > View My Account and you should then see a Purchase History section with a 'see all' link to the right of it ; click on that and you should see a list of your purchases ; find that book and use the 'Report a Problem' link.

Got it! Thanx. What I did was go to my account, check that they had my new ID and Password which they did, then hit reset button. All fixed.

After resetting your password you might then need to log out of your account on your device by phone on your id in Settings > Store (Settings > iTunes & App Stores if it's on iOS 6) and then log back in so as to 'refresh' the account on it
