I have two apple Ids and two tablets. I need to consolidate in one tablet both Ids.

I have two tablets mad two apple Ids  one of my tablets broke and I want to consolidate all pictures, apps etc.

You can't 'merge' Apple IDs or iCloud accounts. What you can do is to sing into the second account in Settings>Mail, Contacts & Calendars. The data will appear alongside the primary account: you can't use Photo Stream with this 'secondary account'.
